Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Bay Pines VA Healthcare System in Bay Pines, FL intends to Purchase the following: 1) UNICEL Vision Control Windows 4'2"H x 5'4"W x 2"D (Qty 2) $ ______________________ 2) UNICEL Vision Control Windows 3'4"H x 2'0"W x 2"D (Qty 17) $_______________________ 3) UNICEL Vision Control Windows 3'4"H x 3'6"W x 2"D (Qty 2) $_______________________ 4) UNICEL Vision Control Windows 3'4"H x 2'11"W x 2"D (Qty 15) $_____________________ 5) UNICEL Vision Control Windows 3'4"H x 3'4"W x 2"D (Qty 17) $______________________ WINDOWS MUST MEET THE FOLLOWING SPECIFICATIONS. DRAWINGS ARE AVAILABLE FROM THE COTR. SECTION 08520 ALUMINUM WINDOWS PART 1 -GENERAL 1.1 DESCRIPTION A. Interior aluminum windows of type and size shown, complete with hardware, related components and accessories. B. Types: 1. Fixed, double glazed aluminum windows with movable louvers. 1.2 DEFINITIONS A. Accessories: Mullions, staff beads, casings, closures, trim, moldings, panning systems, sub-sills, clips anchors, fasteners, weather stripping, insect screens mechanical operators, and other necessary components required for fabrication and installation of window units. 1.3 RELATED WORK A. Glazing: Section 08810, GLASS AND GLAZING. 1.4 DELIVERY, STORAGE AND HANDLING A. Protect windows from damage during handling and construction operations before, during and after installation. B. Store windows under cover, setting upright. C. Do not stack windows flat. D. Do not lay building materials or equipment on windows. 1.5 QUALITY ASSURANCE A. Approval by COTR is required of products or service of proposed manufacturers and installers. B. Approval will be based on submission of certification by Contractor that: 1. Manufacturer regularly and presently manufactures the specified windows as one of its principal products. 2. Installer has technical qualifications, experience, trained personnel and facilities to install specified items. C. Provide each type of window produced from one source of manufacture. D. Quality Certified Labels or certificate: 1. Certificates in lieu of label with copy of recent test report (not more than 4 years old) from an independent testing laboratory and certificate signed by window manufacturer stating that windows provided comply with specified requirements and AAMA 101/I.S.2 for type of window specified. 1.6 SUBMITTAL A. Submit in accordance with Section 01340, SAMPLE AND SHOP DRAWINGS. B. Shop Drawings: 1. Minimum of 1/2 scale types of windows on project. 2. Identifying parts of window units by name and kind of metal or material, show construction, locking systems, mechanical operators, trim, installation and anchorages. 3. Include glazing details and standards for factory glazed units. C. Manufacturer's Literature and Data: Window frame. D. Certificates: 1. Certificates as specified in paragraph QUALITY ASSURANCE. 2. Indicating manufacturers and installers qualifications. 3. Manufacturer's Certification that windows delivered to project are identical to windows tested. E. Test Reports: Copies of test reports as specified in paragraph QUALITY ASSURANCE. F. Samples: Provide 150 mm (six-inch) length samples showing finishes, specified. 1.7 WARRANTY Warranty windows against malfunctions due to defects in thermal breaks, blind operator, hardware, materials and workmanship, subject to the terms of Article WARRANTY OF CONSTRUCTION of Section 01001, GENERAL CONDITIONS, except provide 10 year warranty period. 1.8 APPLICABLE PUBLICATIONS A. Publications listed below form a part of this specification to extent referenced. Publications are referenced in text by basic designation only. B. National Association of Architectural Metal Manufacturers (NAAMM): AMP 500 Series..........Metal Finishes Manual PART 2-PRODUCTS 2.1 MATERIAL A. Aluminum Extrusions; Sheet and Plate: AAMA 101/I.S.2. Manufacturer: 1. Vision Control by Unicel, Inc., 88 de Vaudrevil, Boucherville, Quebec, Canada 2. Other manufacturers with product equivalent to Unicel will be acceptable, provided they comply with all requirements of the Contract Documents and receive prior approval by the COTR. 3. Finish: Finish letters and numbers for anodic and anodized aluminum are in accordance with AA 45. Finish exposed aluminum surfaces as follows: a. Clear Finish: Chemically etched medium matte, with satin clear anodic coating, Class I Architectural, 7 mils thick, matching ICU/CCU aluminum door finish. A. Fasteners: 1. AAMA 101/I.S.2. a. Use aluminum or white bronze rivets. b. Plated or coated materials, except for glazing clips are not acceptable. c. Use stainless steel fasteners for securing locks to windows. 1. Screws or bolts: a. Exposed heads of screws and bolts: Use truss or flathead style, cross-recessed type. b. Make flathead screws standards or cutback (under-cut), countersunk to bring head flush with surface of material. c. Provide standard machine or case-hardened Type "C", thread forming machine threads. d. Self-tapping sheet-metal screws are not acceptable except stainless steel self tapping screws may be used to secure venetian blind hanger clips, vent guide blocks, friction adjuster, and limit opening device. 1. Reinforcing for Fasteners: a. Use where aluminum wall thickness is less than 3 mm (0.125-inch) thick as follows: b. Provide fasteners with tapped stainless steel plates or stainless steel washers and nuts. c. Reinforce interior with aluminum or stainless steel to receive screw threads. d. Provide standard non-corrosive pressed-in splined grommet nuts. 1. Anchors, Clips and Window Accessories: a. Depending on strength and corrosion-inhibiting requirements, fabricate units of aluminum, stainless steel, or ASTM A123 hot-dip zinc coated steel or iron. b. Designed to resist the tensile and shear loads imposed. c. Extension members and clips not less than 2.75 mm (12 gage) ASTM A526 zinc-coated sheet steel, or 3 mm (0.125-inch) thick ASTM B209 aluminum. 2.2 INSULATED GLASS PANELS A. Manufacturer: 1. Vision Control by Unicel, Inc., 88 de Vaudrevil, Boucherville, Quebec, Canada 2. Other manufacturers with product equivalent to Unicel will be acceptable, provided they comply with all requirements of the Contract Documents and receive prior approval by the COTR. A. Product: 1. Vision control double insulated glass panels with integrated pivoting louvers. 2. 2" air space. 3. Glazing shall be ¼" clear tempered glass (G-4), factory installed. 4. Louvers: a. 1-3/8" wide, extruded aluminum hollow chamber, alloy 6063-T5. b. Secured at both ends with molded pivots. c. Operation through worm screw without cords or strings. d. Color: White, Duracon K-1285 e. Thumb wheel operator accessible from both sides. A. Warranty: 5 years from installation. B. Tests and Standards: AAMA 101/I.S.2. C. Note: New window located at north end of dividing patient rooms to be coped to the existing exterior window frame and glass and be sealed at this juncture with clear silicone sealant. See Architect's detail 15/A6.1. 2.3 FABRICATION A. Glazing: 1. Factory glazing. 2. Windows reglazable without dismantling sash framing. 3. Provide removable fin type glazing beads. A. Trim: 1. Trim includes casings, closures, and panning. 2. Fabricate to shapes shown of aluminum not less than 1.6 mm (0.062 inch) thick. 3. Extruded or formed sections straight, true, and smooth on exposed surfaces. 4. Exposed external corners mitered and internal corners coped; fitted with hairline joints. 5. Reinforce 1.6 mm (0.062 inch) thick members with not less than 3 mm (1/8-inch) thick aluminum. 6. Except for strap anchors, provide reinforcing for fasten near ends and at intervals not more than 305 mm (12 inches) between ends. 7. Design to allow unrestricted expansion and contraction of members and window frames. 8. Secure to window frames with machine screws or expansion rivets. 9. Exposed screws, fasteners or pop rivets are not acceptable on exterior of the casing or trim cover system. PART 3 -EXECUTION 3.1 PROTECTION (DISSIMILAR MATERIALS) A. AAMA 101/I.S.2. 3.2 INSTALLATION, GENERAL A. Install window units in accordance with manufacturer's specifications and recommendations for installation of window units, hardware, operators and other components of work. B. Where type, size or spacing of fastenings for securing window accessories or equipment to building construction is not shown or specified, use expansion or toggle bolts or screws, as best suited to construction material. 1. Provide bolts or screws minimum 6 mm (1/4-inch) in diameter. 2. Sized and spaced to resist the tensile and shear loads imposed. 3. Do not use exposed fasteners on exterior, except when unavoidable for application of hardware. 4. Provide non-magnetic stainless steel Phillips flat-head machine screws for exposed fasteners, where required, or special tamper-proof fasteners. 5. Locate fasteners to not disturb the thermal break construction of windows. C. Set windows plumb, level, true, and in alignment; without warp or rack of frames or sash. D. Anchor windows on four sides with anchor clips or fin trim. 1. Do not allow anchor clips to bridge thermal breaks. 2. Use separate clips for each side of thermal breaks. 3. Make connections to allow for thermal and other movements. 4. Do not allow building load to bear on windows. 5. Use manufacturer's standard clips at corners and not over 600 mm (24 inches) on center. 6. Where fin trim anchorage is shown build into adjacent construction, anchoring at corners and not over 600 mm (24 inches) on center. 3.3 MULLIONS CLOSURES, TRIM, AND PANNING A. Cut mullion full height of opening and anchor directly to window frame on each side. B. Closures, Trim, and Panning: External corners mitered and internal corners coped, fitted with hairline, tightly closed joints. C. Seal units following installation to provide weathertight system. 3.4 ADJUST AND CLEAN A. Clean aluminum surfaces promptly after installation of windows, exercising care to avoid damage to protective coatings and finishes. B. Remove excess glazing and sealant compounds, dirt, and other substances. C. Clean glass promptly after installation of windows. Remove glazing and sealant compound, dirt and other substances. The delivery terms will be FOB destination and for all materials to be delivered to Warehouse, Building 100 at the Bay Pines VAHCS. The government anticipates awarding a single award for this requirement. The RFQ number VA-248-08-RQ-0034 shall be clearly identified on all submitted materials. The corresponding NAICS code is 339112. The following provisions apply to this acquisition: 52.212-1 Instruction to Offerors; 52.212-2 Evaluation of Commercial Items. All offerror's are cautioned that if selected for award, they must be registered with the Central Contracting Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov. Confirmation of CCR registration shall be provided with proposal. The following clauses also apply to this acquisition: 52.212-4 Contract Terms and Conditions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5-18. Clauses and provisions can be accessed at http://www.acquisition.gov/far/. Quotations must be submitted to the address listed herein, directed to the attention Cathy Donovan (90G). Quotes are due by October 26, 2007, no later than 11:00 AM, EST in building 22, room 404 of the Bay Pines VA Healthcare System, 10000 Bay Pines Blvd., Bay Pines, FL 33744.
