Description
Design/Build a combined C-9C and C-40 Squadron Operations Facility (New Mission) and Contractor Logistics Support (CLS) Parts Storage Facility (New Mission). The SOPS Facility will consist of approximately 52,117 SF of space over two stories. The b uilding will include administrative areas, training and briefing areas, command post, Life Support area, Crisis Action Team area, warehouse space, hazardous material storage area, common areas, mechanical and electrical areas, stairwells, and an elevator. The project will also include demolition and reconstruction of an existing parking lot, connection sidewalks, landscaping, and fencing. Supporting utilities shall include gas, sewer, water, and underground electrical and communication services. The Squadro n Operations Facility will provide an adequately sized and functionally configured facility to accommodate the new mission and staffing of the 932nd Wings airlift squadrons. The C-9C squadron will be a Reserve unit equipped and the C-40 squadron will be a Reserve unit with an Active Duty associate unit. This facility will fulfill requirements for both the Active Duty and Reserves. The estimated price range is $10,000,000 to $25,000,000. The contract duration is 540 calendar days. Proposals will be eval uated and awarded utilizing the Tradeoff Process. Pre-Proposal Conference information will be provided in the solicitation document. A construction cost limitation will be provided with the technical requirements package. The proposal evaluation criteri a consists of the following: Experience of the Prime Contractor and Design Team; Past Performance of the Prime Contractor and Design Team; Technical Proposal Information; Management Plan and Price and Pro Forma Information. The proposal due date is Decem ber 21, 2007 at 11:00 a.m. (Local Time). Project documents will be available o/a November 6, 2007 by download from the Internet only. Downloading of the project documents requires registration at the Federal Technical Data Solutions (FedTeds) website at http://www.fedteds.gov. This announcement serves as the advanced notice for this project. Amendments will be available from the FedTeds website by download only. This project is set aside for the Small Business HubZone Program. Offers will only be acc epted from those firms registered in the Small Business Administration HubZone Program.
