- Description Request for Information (RFI) to provide DIAGNOSTIC MEDICAL IMAGING SERVICES (TELERADIOLOGY SERVICES) AFTER HOUR (NIGHTHAWK) SERVICES FOR VAMC PROVIDENCE, RI. The Department of Veterans Affairs Medical Center, Providence, Rhode Island (VAMC Providence, Rhode Island) has a requirement for teleradiologic services described as follows. The Contractor shall provide professional radiology services for on-demand coverage and interpretation of radiology examinations performed at the VA Medical Center, Providence, RI. Interpretation services will be done via a secure, web-enabled Teleradiology network provided by the Contractor. Contractor shall provide health care providers, personnel and technical support, medical facilities, medical and other equipment, telecommunication and transcription services, supplies, and supervision necessary to perform, implement and administer these Radiology Services to meet these specific medical needs of the VAMC. The Contractor shall be responsible for all Contractor personnel, Subcontractors, agents, and anyone acting for or on behalf of the Contractor. The Contractor shall be responsible for management of all aspects of the contract including the following: (a) The Contractor shall distribute appropriate studies to remote reading radiologists for primary diagnosis. Provide radiology professional physician services, offsite from the VAMC, 24 hours daily, for radiological interpretation of diagnostic images. The image procedures will include but not be limited to Radiology procedure codes listed in the American Medical Association's Current Procedural Terminology (CPT) 70010-78499, covering plain film cases, CT cases (Computer Tomography), MRI cases (Magnetic Resonance Imaging) and Ultrasound cases as listed in the schedule. (b) The images shall be sent via the Veterans Health Information Systems and Technology Architecture. (VISTA Rad) or through the VA's PACS System when available. The Contractor shall convert the images to (Digital Imaging and Communications in Medicine) DICOM and securely transmit to contractor's central server and distribute images to radiologists. Radiologists shall be available for telephone consultation regarding urgent examinations and will provide recommendations for appropriate procedures to attending or referring physicians. They will coordinate with VA technical staff for performance of procedures. (c) STAT Images shall be interpreted with results communicated by phone to the referring physician within forty-five (45) minutes of receipt of image study; cases relating to stroke protocol shall be communicated by phone to the referring physician within thirty (30) minutes of receipt of image study. (d) Preliminary reports shall be faxed and/or called in within sixteen (16) hours of receipt of image study. Final reports for routine cases shall be signed off in the VISTA system within forty-eight (48) hours. Each report shall identify the files reviewed, objective findings, the radiologists' impression of the patient's condition, and recommendation for treatment. (e) Final reports shall be dictated into the VA Medical Center's dictation system, reviewed and signed by the Radiologist within sixteen (16) hours. VAMC will provide the phone number for dial-in. Any rejected dictated report shall be redone within twenty-four (24) hours of notification at no additional cost to the Government. (f) The Contractor shall provide all required transcription services. Contractor shall input all final reports into the VA Medical Center, Providence RI Computerized Patient Record System (CPRS)/VISTA Radiology Information System. The Contractor shall perform all updates of patient information in the VA VISTA System in accordance with national and local VA policy. (h) The Contractor shall install and maintain external communication systems required for image study delivery to remote radiologists. The Contractor shall configure, install and maintain Virtual Private Network all remote workstation software on the remote reading radiologist workstation. (i) The contractor shall implement a DICOM appliance for conversion of images from VISTA RAD format to DICOM for delivery of images to the DICOM server as outlined in its proposal. (j) The Contractor shall maintain the security and integrity of patient information in accordance with applicable VA regulations. (k) The Contractor shall provide training on the new workflow for each location activated. This training will be no more than four hours. (l) The Contractor shall provide maintenance on all contractor-provided equipment and installed systems. (m) The Contractor shall Provide security as required by Health Insurance Portability and Accountability Act of 1996 (HIPAA) (n) The Contractor shall provide configuration of the physical, operational, and procedural environment within the VAMC's radiology department and installation for the system to include broadband connectivity, and assist Providence VAMC in site preparation and support during transition. (o) The Contractor shall develop a project implementation strategy with the Providence VAMC to include preparing building, establishing telecommunications VISTA interface, policies and procedures transfer, credentialing, privileging and training staff, reporting procedures, operational readiness, phase in schedule, and transcription schedule. (p) The Contractor shall provide a system that maintains a minimum of 99% uptime performance rate. Estimated Monthly Quantity: The estimated quantity of cases under this requirement is: Plain Film: 600 monthly; CAT Scan (CT): 20 monthly; Ultrasound: 20 monthly. The contractor shall perform daytime reads (surge and overflow) as required. Please respond to this RFI via e-mail ONLY. Interested parties are invited to respond to this RFI by submitted the following items (1 - 5). (1) Give a brief statement of your qualifications, identifying your company name and point of contact with contact information. Please indicate the following: your Commercial and Government entity (CAGE) code and Data Universal Numbering System (DUNS) number. (2) Please state whether or not your enterprise is presently actively registered in http://www.vetbiz.gov and state all socio-economic categories to which your enterprise is presently certified (e.g. SDVOSB, VOSB, WOSB, SB, etc.) (3) State whether or not your enterprise and work force presently includes medical professionals who (a) are board certified in Diagnostic Radiology Medicine by the American Board of Radiology and (b) are currently licensed in state of practice and (c) have clinical practice experience of at least two years, and (d) are indemnified by General Liability and Malpractice Insurance. (4) For all Government contracts under which you are presently providing teleradiology services, state the full contract number and agency (e.g. IHS, BOP, VA) through which it was awarded. (5) The VAMC requires a criminal background investigation of health care professionals and medical credential privileges. Please indicate whether or not your enterprise has fulfilled or is prepared to fulfill these requirements.
