- A market survey is being conducted to determine if there are adequate HubZone; 8(a); and Service Disabled Veteran Owned Businesses (SDVOSB) qualified to perform the following contract: Construction of an Armed Forces Reserve Center (AFRC), Multi-use Classroom/Barracks, Area Maintenance Support Activity (AMSA), Organizational Maintenance Shop (OMS), and unheated storage building in Middletown, CT. Supporting facilities will include paving, fencing, covered wash rack, site improvements, utilities infra structure and extension of utilities to service the project. The complex will be protected with security fencing and lighting as well as fire and intrusion alarm systems. Force protection (physical security) measures will be incorporated into design includ ing maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping and bollards will be used to prevent access when standoff distance cannot be maintained. The project is planned for advertisement in Ju ly 2008 with an approximate award schedule of December 2008. The contract duration is estimated at 720 days. NAICS is 236220. The estimated construction cost range is between $25,000,000 and $100,000,000. 15% of the work is to be self performed. All in terested small business-types identified above must respond to this notification in writing by 2:00 p.m. (Louisville Time), November 6, 2007. It is anticipated that the project will be advertised as a Single Phase, Design/Build Contract and the solicitatio n will be evaluated based on the Best Value/Tradeoff Process. Your response must include the following information: (1) Identification and verification of the companys small business size (HUBZone; 8(a) or SDVOSB); (2) Submit a listing of projects (simi lar in size, scope and dollar value to this project) that you have completed within the last 5 years, including the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your rol e and work performed (less than 200 words), percentage of self performed work and how it was accomplished; (3) A letter from your bonding company addressing your capability of obtaining performance and payment bonds for a project within the cost range of t he proposed project and (4) a statement verifying the contractor will perform at least 15% of the work and how it will be accomplished. NOTE: If a sufficient number of qualified HUBZone; 8(a) or SDVOSB firms do not respond to this market survey by the dat e and time indicated above, the planned contract action will be converted to full and open competition and will be advertised and awarded as such.
