Description
The proposed COMBINED SYNOPSIS/SOLICITATION is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement and submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHAL L be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ). The RFQ number is N00604-08-T-0022. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-29 and DFARS Change Notice 20070913. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses and provisions may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm . The NAICS code is 333315 and the Small Business Standard is 500 employees. This is a sole source action with Visual Instrumentation Corp. The Fleet and Industrial Supply Center (FISC), Pearl Harbor, Hawaii requests responses from qualified sources capable of providing: ITEM 0001: TWO (2) EACH OF S10399, MODEL 6800C, HIPI XENON ILLUMINATOR WITH A 5.0 KW XENON LAMP AND DUAL OPERATING POWER SUPPLIES (5 KW TO 10 KW BOOST AND 7 KW TO 14 KW BOOST). ADDITIONAL SPECS: Dual ruggedized power suppl ied on a single chassis with boost mode to 10.0 Kw; Operates on a 208V AC 3-phase power; Includes: 5.0 kW short-arc Xenon lamp; 22? diameter precision electro-formed parabolic reflector; dual operating modes; 50-foot main power cable; 4 each 250 foot remote control cables; separate remote control box; and instruction manual, drawings and schematics; ITEM 0002: ONE (1) EACH OF P/N XBO5000 W/H OFR , 5.0KW SHORT ARC XENON LAMP; ITEM 0003: TWO (2) EACH OF P/N XBO7000 W/HS OFR , 7.0KW SHORT ARC XENON LAMP. Delivery shall be FOB Destination to Kekaha, Kauai, HI 96752. Date material required is 15 November 2007. If the required delivery date cannot be met, an alternate delivery schedule may be considered. Please provide your best delivery schedule. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, delivery and technical acceptability.
