Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA) is issuing notice of intent to negotiate a sole source procurement with L3 Communications/Titan/Advanced Technologies. This requirement is for the purchase of Two (2) Wave Guide Rotary Joints for the 13 Meter Antenna system, maintained by the National Environmental Satellite, Data, and Information Service (NESDIS) Command and Data Acquisition (CDA) Station, Wallops, VA. L3 Communications/Titan/Advanced Technologies is the original manufacturer and designer of the Rotary Joints. The only manufacturer of these components is L3 Communications/Titan/Advanced Technologies. No other manufacturer has the unique experience and knowledge required to build these units. The company maintains complete descriptions of any required parts. L3 Communications is the only company capable of building these units so that they meet the critical alignment criteria to mate with other L3 Communications components that already exist in the antennas. This alignment is critical to insure proper fit so that the original installation is preserved. Although Wallops CDA Station has two 13 meter antennas it is critical that both remain fully operational since both are used on a daily basis to track simultaneous critical weather satellite passes. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The applicable NAICS code is 517410. The size standard is $13,500,000. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by November 5, 2007. This notice of intent is not a request for competitive proposals. A determination to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
