Description
A market survey is being conducted to determine if there are qualified contractors including Section 8(a), HubZone, and Service Disabled Veteran Owned Small Business contractors to provide all labor, equipment, supplies, and consultant services to co nstruct an Army Reserve Center (ARC). Primary facilities include an ARC training building and unheated storage building. The buildings will be of permanent construction with reinforced concrete foundation, concrete floor slab, structural steel frame, mason ry exterior walls with Exterior Finishing System (EFS), mechanical, and electrical systems. Supporting facilities include land clearing, fill, excavation, paving, general site improvements, extension of utilities and LAN connections for the complex, walks, curbs and gutters, landscaping, irrigation, signage, telecommunications and storm drainage. Physical security measures will be incorporated into the design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas . Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. This will be advertised as a Request for Proposal and the successful offeror will be selected using either a Low Price Technical Acceptable or be st value process. This project is planned for advertising in 2008. Contract duration is 730 days and estimated cost range is $10-25 Million. All interested parties should notify this office in writing by mail or fax by 12:00 PM (Noon) on 5 November 2007 Louisville local time. Responses should include (1) Identification of the company as either Large Business, SBA HUBZone certified or SBA 8(a) certified or SDVOB, (2) Past Experience  describe completed projects that are similar in size and scope of the proposed project, the percentage of self-performed work, how the project was accomplished , and performance rating for the work, (3) Letter from bonding agency indicating performance and payment bonds approval for the project in the dollar range listed abo ve, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished.
