- A market survey is being conducted to determine if there are adequate section 8(a), HUBZone, and Service Disabled Veteran Owned Small Business contractors to provide all labor, equipment, supplies, and consultant services to design/build an Army Rese rve Center (ARC), Primary facilities at San Marcos, Texas to include an ARC training building and unheated storage building. The buildings will be of permanent construction with reinforced concrete foundation, concrete floor slab, structural steel frame, m asonry exterior walls with Exterior Finishing System (EFS), mechanical, and electrical systems. Supporting facilities include land clearing, fill, excavation, paving, general site improvements, extension of utilities and LAN connections for the complex, wa lks, curbs and gutters, landscaping, irrigation, signage, telecommunications and storm drainage. Physical security measures will be incorporated into the design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading a reas. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Construction contract will be advertised as a construction Request for Proposal and the successful offeror will be selected using a best valu e evaluation process. This project is planned for advertising in August 2007. Contract duration is 720 days. The estimated cost range is between $20,000,000 and $25,000,000. 20% of the work is to be self-performed. All interested SBA HUBZone certified or SBA 8(a) certified or SDVOB contractors should notify this office in writing by mail or fax by 12:00 PM (Noon) on 2 November 2007 Louisville local time. Responses should include (1) Identification of the company as either SBA HUBZone certified or SBA 8(a) certified or SDVOB, (2) Past Experience describe completed projects that are similar in size and scope of the proposed project, the percentage of self-performed work, how the project was accomplished , and performance rating for the work, (3) Letter from bonding agency indicating performance and payment bonds approval for the project in the dollar range listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NOTE: If qualified SBA HUBZ one certified, or SBA8(a) certified, or SDVOB contractors do not respond, this planned contract action will be converted to a full and open competition.
