- The purpose of this announcement amendment is to answer questions that were received in response to the Request for Information, #13633 - Environmental Mitigation Monitoring - posted on 10/15/07: 1. Is it correct to assume that the 20 page limit for submittals does not include resumes? In other words, resumes included in an Appendix are not counted in the 20-page limit? YES, THIS IS CORRECT. 2. Under "Evaluation of Capability Statements" in the RFI, number (3) reads "degree of past projects to current project." Is it correct to assume what is meant here is the "degree of similarity" of the submitter's past project experience to the current project's needs/requirements? YES, THIS IS CORRECT. 3. The RFI does not provide any information on what types of projects or study requests the MMS is anticipating for the new contract. It is understood that these may be constantly changing over the term of the contract, but any information would be extremely beneficial. NEAR TERM STUDIES THAT MAY BE CONDUCTED INCLUDE ASSESSMENT OF POTENTIAL PLATFORM LIGHTING EFFECTS ON BIRDS, FISH, & MARINE MAMMALS; SUBSEA WELL ABANDONMENT STUDIES IN THE SANTA BARBARA CHANNEL; DRILL MUDS & WATER COLUMN SAMPLING. OTHER FIELD MONITORING STUDIES COULD INCLUDE ENDANGERED SPECIES DETECTION STUDIES; HIGH ENERGY SEISMIC SURVEY RELATED MONITORING TO ENSURE COMPLIANCE WITH PROJECT CONDITIONS; BIOLOGICAL & BIOCHEMICAL PROFILING OF SHELL MOUNDS; DRILLING DISCHARGES & SEDIMENT TRANSPORT SAMPLE COLLECTION IN THE VICINITY OF HARDBOTTOM AREAS; GAS DISPERSION ISOPLETHS DIAGRAM DEVELOPMENT FOR POTENTIAL H2S RELEASES ASSOCIATED WITH PACIFIC OCS PLATFORMS. IN ADDITION, EXPERIENCE AND ABILITY TO PERFORM TECHNICAL SERVICES ASSOCIATED WITH MARINE BIOLOGY; WATER QUALITY/MARINE CHEMISTRY; AIR QUALITY; FISHERY BIOLOGY AND SEISMIC SURVEY. 4. The RFI is specifically targeting small businesses as defined by NAICS code 541620 with the annual gross revenues of less than $6.5 million. Is there a specific target of qualified responses the MMS needs in order to proceed with keeping the solicitation as a small business set-aside? CAPABILITY STATEMENTS MUST BE RECEIVED FROM TWO OR MORE QUALIFIED SMALL BUSINESSES TO PROCEED WITH A SMALL BUSINESS SET-ASIDE. 5. Based upon responses to the solicitation, assuming the MMS elects to proceed with issuing an RFP, what is the expected or anticipated release date for the RFP? LATE NOVEMBER/EARLY DECEMBER 2007. 6. Assuming an RFP is issued, what is MMS' anticipated or hoped-for date of having a company under contract to commence work? JANUARY/FEBRUARY 2007. 7. The RFI states "Based on the review of the responses to this Request for Information, the MMS reserves the right to issue a small business set aside or full and open competitive requirement and subsequently a Request for Proposal (RFP) in accordance with FAR 15.202. However, please be advised that this announcement may constitute the only notice for this acquisition based on the review of the responses to this RFI". Does this mean that the MMS can use the submitted responses to proceed to identifying possible contractors and immediately proceed to requesting those companies to submit formal proposals and participate in selection interviews? YES, THIS IS CORRECT.
