Description
The Space and Naval Warfare Systems Center, (SPAWARSYSCEN) San Diego, (SSC SD) intends to issue a Request for Proposal (RFP) No. N66001-08-R-0007 in support of the National Institute of Drug Abuse (NIDA) and the Office of National Drug Control Policy (ONDCP) to develop a customized DNA micro array. The research and development effort will involve designing, developing and providing a standardized whole genome micro array, including government defined single nucleotide polymorphisms (SNPs), which will be known as the "Neurochip." The effort will involve obtaining Neurochip sets in sufficient quantity to perform meaningful genomewide association studies, utilizing a scientific peer-review process, conducting genotype screening on human DNA samples for genetic markers, and distributing the resulting data in accordance with defined specifications. The performance period will consist of a one-year base period with multiple options that may be exercised from nine (9) to twenty four (24) months from basic award. This is a full and open competition procurement. A cost reimbursement pricing arrangement is anticipated. The Government plans a single award pursuant to the criteria in the RFP. Large businesses are encouraged to form joint ventures with small businesses. The North American Industry Classification System (NAICS) Code is 541712 ??? Research and Development in the Physical, Engineering, and Life Sciences and the Small Business Size Standard is 500 employees. All responsible sources may submit a proposal that shall be considered by the Government. The estimated release date for the solicitation is anticipated to be 30 November 2007, and responses will be due 45 days thereafter. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at http://e-commerce.spawar.navy.mil under SSC San Diego "Open Solicitations".
