- Amendment 3 to include questions previously submitted: 1. Will SMEs or instructors be available (e.g., by phone or via email) for interviews regarding the training? Yes. 2. Will past participants be available (e.g., by phone or via email) for interviews regarding the training? Yes. 3. Will we be able to review the scores for any written or on-the-job assessments that participants have completed during the course? You will be able to see the test scores for the Commissioning Test. We do not keep copies of test given at the conclusion of each training course that is part of the pre- and post-commission training program. An on-the-job list of tasks that must be completed by each pre-commissioned employee is maintained by the employee and his/her supervisor. We can provide a sample of this check list. Note: The pre-commission training program consists of a series of classes and on-the-job tasks that takes approximately 3 to 5 years to complete before employees are allowed to sit for the Commissioning Test. 4. Will some observation of ongoing training be possible? Yes, if it is determined desirable by the contractor and FCA. No further questions will be accepted. Consulting services to review the Farm Credit Administration's Pre and Post Commission Examiner Training Programs. Interested parties should contact reevest@fca.gov for a complete statement of work. CLAIMS FOR RELIEF Any claim for relief filed by a offeror shall be adjudicated by the FCA Contracting Officer. If the parties cannot reach an agreement mutually satisfactory after diligently pursuing a solution through discussions and negotiations, the FCA Contracting Officer shall make a final decision. The FCA Contracting Officer's decision shall prevail unless the offeror submits an appeal to the Chief Financial Officer (CFO). The decision of the CFO shall be final and binding on the parties.
