- FA8621-06-C-6300, C-130J Maintenance and Aircrew Training Systems (MATS) Program. This is a pre-solicitation synopsis and a complete re-procurement package is not available. The 77 Aeronautical Systems Wing, 677 Aeronautical Systems Group, Training Systems (677 AESG/TS) intends to award a contract on a sole source basis to Lockheed Martin Simulation, Training and Support (LM STS) to procure a C-130J MATS System Integration Laboratory (SIL) for Block Upgrade purposes for the MATS program. This notice is not a request for competitive proposals. The purpose of this pre-solicitation notice is to determine if any competitive sources exist and to notify industry of the impending action so that possible subcontracting activities may be pursued. The proposed contract will procure an engineering device to be used to develop, produce and verify all concurrency block modifications to the training devices in MATS program. The SIL will match the current hardware and software configuration of fielded C-130J MATS training devices. This engineering device will be primarily used as a test bed to incorporate new block upgrade requirements into the current C-130J MATS training baseline. The device will be developed and delivered to the C-130J aircraft Block 7.0 configuration. The engineering device will remain at the contractor?s facility indefinitely to provide the contractor a dedicated device for their efforts and prevent fielded devices from being removed from student training service and to be used as a test bed during concurrency modification development. The government intends to award the effort pursuant to the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 since LM STS is the only contractor that possesses the necessary knowledge, experience and technical data required to support the system. The proposed contract action, FA8621-06-C-6300, has an initial period of performance of thirty months. The training devices impacted by these concurrency block modifications are located at both Continental United States (CONUS) and outside Continental United States (OCONUS) operational sites. Interested offerors must submit, within 15 days from the publication date of this notice, their capability package describing the company?s technical expertise and experience, personnel and facilities, and motivation for participating in this program. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate the contractor?s concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in source selection.
