- This pre-solicitation notice is issued to advise industry that SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for Engineering and Technical Support Services for Unmanned Aerial Vehicle Software Development, Network Communications Modeling, and National Preparedness Planning. This acquisition will require a broad spectrum of specific high-technology support for a variety of tactical and strategic forces. This support is particularly required in joint operations; Intelligence Surveillance and Reconnaissance systems; unmanned aerial vehicle operations and training; remote sensing; multispectral exploitation and training; imagery analysis; intelligence operations; digital production and knowledge management; virtual reality systems; signal exploitation; surveillance activities; information assurance, network security, emergency response planning, technology validation, and mission training. A draft Performance Work Statement is attached. The scope of work will require efforts in one or more of the following technical and support areas: program management; systems engineering, demonstration, exercise, and operational technical support, analysis; modeling and simulation; network operations; operations management; software development and maintenance, training, logistics support, business process reengineering; electronic engineering; and information technology management. The following are examples of typical systems, components or programs to be supported: - Imagery Systems - Exploitation Systems - Display Systems - Command and Control Systems - Intelligence Systems - Unmanned Aerial Vehicle Systems and Payloads - Homeland Defense and Global War on Terrorism Work to be performed under this contract may require staff and direct workforce with active security clearances up to Top Secret clearances; as well as, a Top Secret with SCI access. An Indefinite-Delivery/Indefinite-Quantity, Cost-Plus-Fixed-Fee, Performance Based contract is anticipated. The Government reserves the right to make multiple awards. The planned contract is estimated at $98.1 million over a five year period (includes a base year and four one-year option periods). The NAICS is 541330 with a size standard of $25M. The procurement is unrestricted, with award to be made via full and open competitive proposals. The anticipated award date is scheduled for the summer 2008. This is a follow- on requirement to Contract N65236-03-D-7849. The incumbent contractor is L- 3 Communications Titan Corporation, Marlton, NJ. It is anticipated that the RFP, and any documents related to this procurement, will be available on or about 20 Dec 2007 on the SPAWAR Business Opportunity Website: https://e- commerce.spawar.navy.mil/command/02/acq/navhome.nsf/homepage? readform. It is the responsibility of interested parties to independently monitor this site for the release of the RFP and amendments (if any). Potential offerors will be responsible for downloading their own copy of the RFP and applicable documents. No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to the RFP.
