- NAICS Code: 511210 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Rosetta Inpharmatics LLC, 401 Terry Avenue North, Seattle, WA 98109 for the acquisition of the annual license renewal for Resolver System Extended ED. US Government Annual License, Rosetta Resolver Conurrent User US Government Annual License, Oracle Ent. ASFU License for Resolver: Annual Support and Upgrader and Rosetta Resolver System On- Site Training. The genomic computer software must be interoperable with the R language and shall meet the needs of EPA researchers working in the toxicogenomics field. The analysis output file listing p-values and fold-changes along with gene IDs software characteristic is not known to be available in any other gene expression data analysis software. The EPA has identified Rosetta Inpharmatics LLC as the only vendor capable of satisfying this requirement. In order to ensure data compatibility and accuracy, the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
