- Description
- The Department of Homeland Security (DHS), Office Procurement Operations (OPO) intends to negotiate a sole-source purchase order with the Brookings Institute for technical resource (personnel and expertise) and training to assist DHS Office of Policy (POLICY). The Brookings Institute will be tasked to fulfill this requirement by providing subject matter expertise and policy development training in the areas of critical infrastructure, key resource sectors, Bioterrorism and Threat Reduction. The training component of the requirement will address these [along with other] topics within the context of the Department?s mission with emphasis on intellectual debates about Homeland Security, and the Department?s relationships with the private sector, other national security agencies, and foreign governments and institutions. The Brookings Institute offers exclusive and unique services that are instrumental to DHS, Office of Policy. These services are necessary to continue current operations and meet organizational objectives. The Brookings Institute has started significant ground work on the legal architecture of the War on Terror supporting the DHS mission and provides high-quality analysis and recommendations for decision-makers in the U.S. and abroad on the full range of challenges facing an increasingly interdependent world. In order to meet the current 9/11 Commission Recommendations as related to Critical Infrastructure Protection this project will assist the agency with the proposed recommendations, lessons learned and forward progress. This notice does not constitute a request for quotation (RFQ); however, the government may, at its sole discretion review information submitted in response to this notice. Descriptive literature, in the form of a capabilities statement (limited to no more than 2 pages, 1-sided), may be submitted by interested parties. Information provided in response to this notice may be considered in future procurements. Please submit any and all responses within two (2) days of this notice. All responses regarding this posting must be submitted in writing and sent via email to bernard.salter@dhs.gov under the subject header of ?Bioterrorism Support.?
