- Description
- The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), intends to solicit on a non-competitive basis with Arthur L. Flores to redesign and test BASS. The contractor will assist the Volpe Center and its sponsoring organization, the National Highway Traffic Safety Administrations (NHTSA) Alcohol Countermeasures Program with the upgrade of the hardware and software for the BASS, evaluate the international standards for breath alcohol analyzers developed by the Organization International de Metrologie Legale (OIML) and help design and implement new Model Specification for testing alcohol test devices. At least three new Model Specifications will be written. The contractor will help evaluate alcohol test devices of interest to NHTSA because of potential usefulness in alcohol countermeasures and provide technical support to the sponsor in the review of model specifications for such devices. Co-authorship of a tutorial paper discussing the Police Breath Alcohol test for lawyers and law enforcement will be required. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about November 09, 2007. The applicable North American Industry Classification System (NAICS) code for this requirement is 541990 and the small business size standard is $6.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firm capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
