- VA Health Administration Center (HAC) is seeking information from potential sources capable of providing a business and technical analysis and related systems design work for the purpose of assisting the center with a Business Process modeling effort. The contractor will assess the Center's current claims processing for CHAMPVA, Spina Bifida Health Care program and the Foreign Medical Program. The contractor will map HAC business processes, data flow, data elements, and business requirements or constraints in the processing of a health care claim. The contractor will then take best practices from the health care claims processing industry and create a new ideal claims processing system. Following the best practice process deliverable, the contractor will write a document or suite of documents that reflects the gap between current HAC processes and that of the ideal industry best practice to processes. This will include a recommendation of how to implement the ideal industry process. The contractor will complete a business process model, gap analysis, subsequent business and technical requirements, and provide a proposed implementation plan that compliments the "To Be" business process model for the CHAMPVA program. Only business process modeling will be completed for remaining health plans. The gap analysis, requirements, and implementation plan are to be contractor NON-specific. The contractor should have past experience in health care claims processing, business process modeling, business process reengineering, technical and business documentation, and gap analysis and requirements documentation. The contractor will provide their own administrative and project support. The purpose of this announcement is to gather information on the available sources for this requirement. The information received in response will be used to create an acquisition strategy, including set aside decisions, and a detailed work statement.
