DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIO NS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The U.S.Army, Kansas City Engineer District, (COE) intends to issue a solicitation for work and services in FY-08 for long term Project Management located largely at 601 East 12th Street, Kansas City, Missouri. The general scope of work includes, but is n ot limited to, Long Term Project Management and Support of Programs and Project Management Information System (P2) and General Project Management Services, including PM/P2 training and process development within the United States Army, Corps of Engineers ( USACE). The work and services are procured in accordance with FAR Part 37, and using the preferred performance-based acquisition method of acquiring services, pursuant to Public Law 106-398, Section #821. The services are required to support Project Manag ement and related Information System (P2) and General Project Management Services within COE. The solicitation will be posted on or about 09 November 2007 with the response due date of 16 November 2007.
