- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The quotation number is changed from N00178-07-Q-1319 to solicitation number N00178-08-R-1004 and is a Request for Proposals. The closing date is extended to 02 November 2007. This requirement shall be awarded under Simplified Acquisition Procedures in accordance with FAR 13.5 Test Program for Certain Commercial Items. The specification is changed to reflect that both trailers shall have ramp door style rear doors with aluminum anti-rack cam bar lock opening. One trailer shall have air ride axles. The North American Industry Classification System (NAICS) code is 336212 with a size standard of 500 employees. The government reserves the right to award on an ?all or none basis? or to make a partial award to fulfill the needs of the government. This requirement is 100 percent set-aside for small business distributors and FAR 52.219-6 Notice of Small Business Set-Aside (June 2003) is applicable. The award shall be firm fixed priced contract. The delivery shall be two months after date of award. This requirement is DO rated. Award of this requirement shall be based on ability to meet specifications, delivery schedule, price, and past performa nce. FOB Destination Dahlgren, Virginia shall apply. The solicitation is amended to incorporate the following clauses: PROVISIONS/CLAUSES: FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this solicitation and is hereby incorporated by reference. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) applies (a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance: Technical capability of the item offered to meet the Government?s requirements, price, and past performance. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The provision at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Subparagraphs (a), (b) 1, 5, 7, 14, 15, 16, 17, 22, 24, and 30. The provision at DFAR 252.212-7000, Offeror representations and certifications-Commercial items applies with the requirement that offeror?s provide a completed copy with their offer. The provisions at DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items is applicable with the following provisions of subparagraph ( b) thereof indicated as applicable: 252.225-7012, 252.225-7014, and 2 52.247-7024. The following DFARS provisions are applicable to this acquisition: DFAR 252.204-7004 Required Central Contractor Registration, DFAR 252.225-7017 Prohibition on Award to Companies Owned by the Peoples Republic of China, DFAR 252.225-7006 Buy American Act-Trade Agreements- Balance of Payments Program Certificate, and DFAR 252.211-7003 Item Identification and Valuation. Dd-G50 ? Invoice Instructions ? Wide Area Work Flow. This announcement is the only solicitation being issued. The solicitation number is N00178-08-R-1004. Quotations are due 02 November 2007 no later than 2:00 p.m. ? local NSWCDD time (EDST) to Naval Surface Warfare Center, Dahlgren Division, 17632 Dahlgren Road, Suite 157, Dahlgren, VA 22448-5110 at Building 183, First Floor, Room 102A. Anticipated award shall be made by 05 November 2007.
