Description

It is the intention of the Bureau of Reclamation, Great Plains Region to negotiate a sole source contract with Power Link for the purpose of operation of the Loveland Control Center. The contractor will represent the Bureau of Reclamation in contacts and communications with other entities for the purpose of effective operations of the control center. The operator will be responsible for the following: 1) Monitor and operate control boards at the center; 2) Remotely operate and monitor hydropower generator plants, including generator units and pump/generator units; 3) Note and respond appropriately to alarms; 4) Make changes to allow the flow of water through the CBT system in accordance with official water order provided; 5) Make changes to generator units for the CBT in accordance with Loveland Area Projects schedule as provided and based on the water order, and coordinate changes between WAPA and Mt. Elbert Power Plant operators for the Mt. Elbert Power Plant; 6) Coordinate and issue interconnected clearance switching; 7) Coordinate Hazardous Energy Control Procedures (HECP) work between power plants and/or WAPA as needed; 8) Make appropriate entries in log book - per regulations; 9) Read and become familiar with all Standing Operating Procedures (SOPs) and Standing Operating Criteria (SOCs) for proper operation of the control center and units; and 10) Read and become familiar with all Emergency Action Plans (EAPs) for emergency operation of facilities. The North American Industrial Classification is 561210. The Standard Industrial Classification Code is 8744. The Small Business Size Standard is $32.5 Million.
