Description
This is a sources sought announcement only for the purpose of conducting market research. This is not a solicitation announcement or Request for Proposal, nor does it constitute any commitment by the Government. No award will result from this Marke t Survey. A market survey is being conducted to determine if there are adequate sources for this project for an unrestricted competitive award. The Contractor shall provide all necessary personnel, equipment, materials, tools, supplies, services and supe rvision to conduct and document Continental United States (CONUS) inspections of passenger surface carrier facilities, terminals and equipment. This includes the carriers overall transportation program with particular focus on administrative procedures, training, hiring and record keeping. The Contractor shall conduct inspections once every two years of carrier corporate headquarters, terminals, facilities, yards, equipment and procedures of carriers who are approved to transport Department of Defense (D oD) personnel. All inspections shall be conducted to ensure compliance with applicable federal, state, local and DoD safety and security regulations, governing procedures and agreements. Standards of Service and Safety (SSS) Inspections will be conducted on DoD contracted bus movements and shall include multiple pieces of over-the-road equipment. The operational standards of service/safety checks of carrier facilities, records and equipment will ensure compliance with the standards provided in the Milita ry Buss Agreement and applicable federal, state, local and DoD safety and security regulations, governing procedures and agreements. The Contractor shall conduct both scheduled (announced) and unscheduled (unannounced) inspections. In the event of an acc ident or emergency, the Contractor may be called upon to provide employee support. The Contractor shall be available for Carrier Review Boards (CRBs) and be able to testify about inspection results during contract performance. The Contractor shall provid e all data necessary to ensure the accuracy of the information presented at the CRBs. Periodic reports that are required which include but are not limited to the notice of inspection failures, individual inspection reports, inspection schedules, corporate inspection item checklist and safety analysis report. Contract duration is for 3-5 years. All interested business concerns are required to respond to this Sources Sought announcement via email by November 8, 2007, 5:00p.m., E.D.T. The information provi de in response to this Sources Sought announcement will be used to finalize the acquisition strategy for this requirement.
