Description

This is not a solicitation. This is only a Sources Sought Announcement and will not bind the contractor or the Government in any way or at any time into a contract with any of the specified terms below. The United States Army Communications Electronics Lifecycle Management Command (C-E LCMC) intends to solicit and award a Five-Year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) type contract(s) with one (1) year option for the purch ase of fifteen (15) Cables Assemblies, performance of First Article Testing (FAT) is required under the proposed contract. This Market Survey is for the fifteen (15) cable assemblies. The U.S. Army is conducting this market survey, seeking to identify vendors with the capability to provide all of the following cables used for SINCGARS and IHFR (Improved High Frequency Radio) radios and in accordance with Government drawings and parts lists. It is anticipated that a solicitation for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with one (1) year option, and with the range quantities shown. The speci fied ranges of the individual NSN will apply to all five (5) years of this contract plus one (1) year option as follows. Quantities may vary due to demand. The following information provides total year data with range quantities breakout. The Government is providing the following baseline schedules. The government requires the start of delivery within the following schedules after award of contract for all items set forth above: If First Article Test (FAT) is required, the following items (NSNs 5995-01-108-3648, 5995-01-192-9246, 5995-01-214-6364, 5995-01-219-2009, 5995-01-222-4210, 5995-01-230-4853, 5995-01-294-9099, 5995-01-312-7932, 5995-01-437-8857, 5995-01-444-2730, 5995-01- 453-3938, 5995-01-492-6089, 5995-01-216-5510, and 5995-01-217-8946) shall be provided, within 180 days after contract award, at a rate of 50 each; then within 210 days after contract award, at a subsequent mon thly delivery rate of 50 per month thereafter until completion. The item with NSN 5995-01-348-2264, shall be provided, within 180 days after contract award, at a rate of 200 each; then within 210 days after contract award, at a subsequent monthly delivery rate of 200 per month thereafter until completion. IF FAT requirements are waived, the following items (NSNs 5995-01-108-3648, 5995-01-192-9246, 5995-01-214-6364, 5995-01-219-2009, 5995-01-222-4210, 5995-01-230-4853, 5995-01-294-9099, 5995-01-312-7932, 5995-01-437-8857, 5995-01-444-2730, 5995-01-453-3938, 5995-01-492-6089, 5995-01-216-5510, and 5995-01-217-8946) shall be provided, within 120 days after contract award, at a rate of 50 each; then within 150 days after contract award, at a subsequent monthly delivery rate of 50 per month thereafter until com pletion. The item with NSN 5995-01-348-2264, shall be provided, within 120 days after contract award, at a rate of 200 each; then within 150 days after contract award, at a subsequent monthly delivery rate of 200 per month thereafter until completion. An accelerated delivery schedule of 25% upon the baseline delivery schedule will be required. This second delivery schedule will be in addition to the baseline delivery schedule, therefore resulting in two delivery schedules per NSN. The 25% delivery sch edule will be issued at the discretion of the Government on a per delivery order basis. This 25% adjustment will be based upon the contractors proposed baseline delivery schedule, for no more than 1% increase in unit price. Interested Sources may identify their interest and capability to respond to this requirement. Suppliers capable of providing these items in accordance with the Government requirements within the required delivery schedules shall respond in writing. The r esponses should be a short introductory description (unclassified) outlining a viable approach that meets the above needs and should address production capability as well as prices. Responses from interested sources shall address their capability to act a s a single provider for the quantities of items specified herein. Additionally, any interested source shall provide price estimates for all quantities ranges A, B and C as indicated to include projected prices for associated quantities for years 1 through 5, plus the one (1) year option. Interested Sources must identify their size and type of business (8(a) or Small business). Any interested sources shall describe in detail its approach for meeting the Surge requirement and Accelerated PLT as defined in SOW paras 3.11 Surge Capability and 3.14. Accelerated PLT Delivery Schedule with respect to their proposed production approach ; resources (to include facilities and personnel); Interested Sources shall discuss its ability to meet these schedule acceleration requirements.
