Description
The US Army CECOM Life Cycle Management Command proposes to acquire initial & refresher training services on a vast array of commercial and military communication systems. These services include refinement of existing signal sustainment training cou rse materials, performing curricula formulation, and the execution of required training. The training support contractor will be required to provide a sustainment training team (STT) consisting of three (3) personnel at Fort Hood, Texas. The focus of the teams efforts will be on operator and management tasks relating to the functionality of JNN-N (Joint Network Node Network) in a tactical network. These training programs are for the III Corps Signal units (Fort Hood, TX) for JNN-N training. This trainin g is related to, but out of the scope of the Mobile Subscriber Equipment (MSE) Contract Number DAAB07-86-D-K023, whereby the contractor, General Dynamics C4 Systems, Inc. (GDC4S), Taunton, MA, provides Resident School training capabilities at the Fort Gord on Signal Center (SIGCEN) and Signal Sustainment Training at Fort Hood to support the III Corps for the MSE. The period of performance for the sustainment training effort shall be twelve months to begin after contract award. Sole source award to GDC4S, is intended pursuant to FAR 6.302-1, Only One Responsible Source. Based upon the limited rights in technical data of the JNTC-S/JNN Equipment, GDC4S is the only source with the programs of instruction, curriculum, drawings, or specifications for the equipme nt, which is required to conduct the sustainment training. GDC4S is the only known company capable of providing the training capabilities required for the III Corps at Ft. Hood and is the only source that possesses the knowledge of the JNTC-S/JNN design and has access to the required JNN technical data and equipment. Conse quently, GDC4S is the only source that has the requisite background, knowledge, and expertise required to meet the III Corps requirements. All responsible sources may submit a bid or proposal, which shall be considered by the agency.
