- Description
- VA Medical Center, 325 New Castle Road, Butler, PA is seeking the services of a qualified Architect-Engineer to provide design services by a qualified Engineer with a professional Engineer's license, for Project 529-07-112, for removal and replacement of flooring in the main kitchen area of building #1. Design is to include the removal of existing flooring in the main kitchen area, the milk and vegetable coolers, the thaw box and main freezer, and the designated hallway areas. Also included is the installation of new flooring in the above mentioned areas, and construction phasing to maintain operation of the kitchen throughout the project. Design is to include new flooring under any and all floor mounted equipment. A/E to provide one (1) bid deduct alternate. Work will include: Site investigation - architectural, structural, mechanical and electrical; Preliminary plan for area; Working drawings and specifications; Phasing of the project to keep the kitchen operational; Cost estimates; Construction period services - review of submissions, provide recommendations regarding contractor change proposals, visit site per VA's request, and attend final inspection per VA's request and prepare written report. Design to be completed within 120 days. The estimated construction is between $250,000 and $500,000. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a total emerging small business set-aside. The NAIC codes are 541310 and 541330. Average annual receipts for the past 3 fiscal years under this code is $4.0 million; therefore, the emerging small is $2.0 million. This is not a request for proposal. This project is subject to the availability of funds. All interested firms are required to submit two recent completed Standard Form SF 330 on or before November 14, 2007 - 4:00 PM. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Team Proposed for this project including background of project manager, consultants and other key personnel (2) Proposed management plan including team organization for design phase and construction phase (3) Previous experience of proposed team (4) Location of facilities and working offices of prime firm and consultants (5) Proposed design approach for this project including proposed design philosophy and potential solutions to any anticipated problems (6) Estimating effectiveness, include the ten most recently bid projects (7) sustainable design including team design philosophy and method of implementing (8) Insurance and litigation including type and amount of liability insurance carried and any litigation involvement over the last 5 years and its outcome.
