Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Agency, White Sands Missile Range, New Mexico is soliciting commercially available equipment for the Commercial Equipment Direct Assistance Program (CEDAP) throug h the Special Programs Office, U. S. Electronic Proving Ground, Fort Huachuca, Arizona. CEDAP is a competitive program that helps meet the equipment needs and training of smaller jurisdictions and communities. One of the central goals of CEDAP is to prov ide equipment to assist emergency responders in improving their capabilities in the areas that reflect capabilities addressed by the National Preparedness Goal: Prevention and Detection, Regional Response and Mutual Aid, and Interoperable Communications. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 17 September 2007. This requirement is a 100% small business Set Aside. The applicable NAICS code is 511210 and the size standard is $23,000,000.00. Proposals shall be FOB destination and inspection and acceptance shall be at destination. Payment will be made by Visa credit card. Company must be registered in the Central Contractor Registration (http:www.ccr.gov/) be fore an award can be made. It is anticipated that a requirements type contract award will be made. The anticipated award will be for a one year base period with a one year option period. We are interested in proposals for Cell phone and Personal Digital Assistant (PDA) Data E xtraction Hardware Forensic Utilities that will be used to support the needs of smaller jurisdictions with limited resources. The proposed equipment must have an established history of successful field use; recently developed equipment without an establis hed history of use will not be considered. The equipment must be proposed as an all inclusive kit. Optional items will not be considered. The equipment must be simple to use and operate, easy and inexpensive to maintain; it must be commercially available , have all appropriate federal certifications. The proposed equipment must include a warranty, technical support, installation support and setup, and training. We are anticipating awarding a requirements type contract for Cell phone and Personal Digital Assistant (PDA) Data Extraction Hardware Forensic Utilities. The Government is interested in forensic related hardware to extract cell phone and PDA data. The system must be rugged, light weight, field portable, battery powered, and capable of extractin g data from the most current and popular cell phones and PDAs. The system must quickly extract digital data from cell phones and PDAs in a manner that protects the original evidence being sought and in a manner that is consistent with standard forensics p ractice. The proposed forensics kit must be all inclusive and operational out of the box. The estimated number of units is 100 per year. However, actual unit s ordered will be determined by budget constraints and approved request for the equipment under the CEDAP program. The evaluations will be accomplished in two parts: Part 1 is a go/no go proposal evaluation phase and Part 2 is the technology proposal/dem onstration phase. Those vendors who pass part 1 evaluation phase will be invited to demonstrate in Part 2. Proposals not selected for Part 2 demonstrations are considered rejected and will not receive further consideration. Part 2 demonstrations will be at a place and time to be determined by the government. Currently, it is anticipated the demonstrations will be during the week of December 9 through December 15, 2007, in Orlando, Florida. However, the dates and location are subject to change. The ve ndors selected for Part 2, technology proposal/demonstration, will be notified by December 5, 2007 of the location, date, and time. As there may be several vendors selected for demonstration, the scheduled dates and times will not be adjusted to meet indi vidual proposers requirements. Vendors invited to demonstrate in Part 2 will be allowed to demonstrate their product, within a limited time constraint and in front of a panel of subject matter experts (SME). Vendors will have 15 minutes for set-up, 30 mi nutes for product demonstration, and 10 minutes for take down; these time limits will be strictly enforced. The demonstrations will be video taped. Vendors selected and invited to demonstrate will be required to fund all associated costs for participatio n to include, but not limited to, travel, transportation and lodging, food, and shipping and storage of equipment. The list of evaluators and SMEs that evaluate the proposal and witness the demonstrations will not be provided. The Part 1 proposals will be evaluated against the following criteria: (1) does the proposal address the equipment identified in the solicitation (2) could the references be validated and was the vendor and equipment rated successful or higher by the references (3) did the vendor pr ovide verifiable publically available reports from an independent laboratory, commercial or federal, verifying performance characteristics or industry standard certification. (4) is the proposed pricing for the base and option periods within the competitiv e range (5) is the production capability adequate (6) did the vendor propose training. The demonstration and proposals evaluations (Part 2) will be evaluated by SMEs against the following evaluation criteria listed in equal order of importance to determi ne the best value to the CEDAP program: (1) overall technical description and capabilities of the equipment; (2) potential contribution and relevance to CEDAP; (3) the estimated yearly operating costs that may be expected by a typical law enforcement agenc y or first responder using the equipment; (4) the equipment warranty, technical support, equipment manual/CD or DVD, and installation/setup support; (5) the type and quality of training provided with the equipment; (6) the companys production capability/q uantities and proposed delivery schedule.. These evaluation criteria, when combined, are approximately equal to price. Vendors are not limited to one product, however only one product per proposal will be accepted. All proposals shall be submitted elect ronically as an Adobe Portable Document Format (PDF) file. All proposals shall be in English and of length not to exceed ten pages. The font size shall be no smaller then 10 pitch. No other information other than the ten page proposal will be considered for this solicitation; any other material, brochures, pamphlets, or samples will not be considered. All submissions must have a title page (page one) that includes the following: Reference the solicitation number; name of the proposed product, Company name, mailing address, city state and zip code; company size (large or small business), company DUNS number, CAGE code and Tax identification number. Include t he administrative point-of-contact, phone number, fax number and email address; and a technical point-of-contact, phone number, fax number and email address. The technical point-of-contact should be familiar with all technical or scientific aspects of the equipment and may be called upon for clarification purposes during the evaluation process. The remaining nine pages of the proposal must address each of the following areas: (1) Technical description and capabilities of the equipment; (2) Potential contr ibution and relevance to CEDAP; (3) Established history of use by any federal, state or local government agency  provide references; (4) reference any publically available reports from an independent laboratory, commercial or federal, that verify or valid ate the performance characteristics of the equipment or industry standard certifications  provide report references; (5) the estimated yearly operating costs that may be expected by a typical law enforcement agency or first responder using the equipment; (6) the equipment warranty, technical support, equipment manual/CD or DVD, and installation/setup support; (7) the type and quality of training being provided with the equipment; (8) the pricing of the equipment and training for the base period and the opt ion period with any associated quantity discounts; (9) the companys production capability/quantities and proposed delivery schedule. Criteria eight (8) and nine (9) must be addressed on page ten (10) of the proposal. For criterion three (3) above you mus t provide at least two references of a federal, state or local government agency that has used or is actively using the equipment being proposed. Include the name of the agency, mailing address, relevant point-of-contact, phone number, fax number and email address. We must be able to contact the references and validate the use of the equipment. For criterion four (4) above provide the name of the independent laboratory that has verified or validated the performance characteristics or the industry standard certification, include the mailing address, relevant point-of-contact, phone number, fax number and email address. Also include the title of the report, date of the report, name of the laboratory that prepared the report and the author of the report. We m ust be able to contact this person to validate the references and report. For criterion five (5) we require the estimated yearly cost breakdown for operating the equipment. For example, as it applies, the yearly estimated cost could include software licens ing fees, cell phone service needs specific to the equipment, expendables items, perishable or consumable items, periodic calibration requirements, special federal or state regulatory testing or any other considerations a law enforcement or first responder agency must manage as part of the normal use and operation of the proposed equipment. This is a very important consideration for eligible agencies with limited resources. For criterion seven (7) briefly describe the training that will be provided for th e proposed equipment. Training is an important component of CEDAP and we want to insure that eligible agencies will be skilled at using the equipment after receiving training. The government reserves the right to reject all of the responses to this solic itation.
