- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-08-T-0001 is hereby issued as a Request for Quote. This solicitation document and inco rporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. This requirement is being advertised unrestricted. All responsible sources may submit an offer, which shall be considered by this Agency. The following clause s are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required t o Implement Statutes or Executive OrdersCommercial Items (JUN 2006) (Deviation) , FAR 52.225-1 Buy America Act Supplies, DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation), and 52.211-6, Brand Name or Equal. Quotes are due in this office no later than Friday, November 2, 2007, close of business four thirty (4:30) p.m. local central daylight time. Point of Contact referencing this solicitation is John Anders at 615-313-2650. 0001 Operational Readiness Exercise, 3 Each. A series of three (3) operational readiness exercises (OREs) are scheduled for the 45th C ST during 26-30 Nov 2007. The scope of the exercises is to be both realistic and educational utilizing certified trainers and training areas to fully exercise the entire unit and focus on sub-elements or sections. The unit sections for focus are: a. Command Element b. Operational Reconnaissance and Sampling Proficiencies c. Communications Sustainability d. Survey Capability, to include team Decontamination, Search and Rescue and Confined Space operations. Specifically, the vendor will assure that the active play of EMS, Police, Fire, Public Health and Hospital units as well as additional exercise specific units e.g., FBI WMD Coordinators, Regional Joint Terrorism Task Forces, TEMA, Hazardous Materials Respo nse Unit (HMRU) and or the Hazardous Materials Response Team (HMRT), FEMA Task Forces and other applicable response organizations will be arranged. In addition, the vendor will coordinate with pertinent law enforcement agencies to assure that attention is paid to joint management exercise components (both CST and LEA) regarding the issues surrounding evidence preservation and chain of custody requirements. The VENDOR will provide experienced and tested subject matter experts (SMEs) that have real and relevant experience in the focus areas to be trained. This experience will be documented and include occupational specialties pertinent to this area of work. The Staff backgrounds will include Counter-Terror Planning, Force Protection, Special Operations, Consequence Management, Law Enforcement and Fire Service. The vendor will have recent and relevant experience training CSTs and will provide documentation of training lane events. The vendor will have collapsed buildings, relevant replicas of recent events duplicated in training venues (i.e. Pentagon, Oklahoma City, World Trade Center and Hurricane Katrina). Vendor will have training venues to include tunnel s, rubble piles, collapsed buildings, rappelling towers, debris fields, transportation venues (freight train, passenger train), oil field and chemical industry replicas, maritime and the ability to run EOC operations with concurrent reach back to State EOC . The vendor will provide a detailed OPL AN, Training Syllabus, Training Aids and AAR. The vendor will provide three exercises to consist of Chemical, Biological, Radiological and All Hazards (Chem, Bio, Rad) scenarios with Confined Space Training and Operations. These scenarios will consist of 1 0 to 40 hrs of contact training over a one week (5 day) time period. All materials developed by the Vendor for exercise use will be organized to assure proper and controlled distribution management of sensitive documents. Commanders copies of each deliv erable will be provided at the completion of each exercise/ORE. Proposals will be evaluated on price and technical. To be determined technically acceptable, the vendors training venue must have realistic replicas of facilities including the Oklahoma City Murrah Federal Building, rappelling towers, debris fields, transportation venues (freight and passenger trains), oil field and chemical industry replicas, and maritime replicas.
