Description
The U.S. Army Joint Munitions and Lethality Life Cycle Command, Picatinny Arsenal, is interested in conducting a market survey to identify potential sources for Commercial Off The Shelf (COTS) or Non Developmental Item (NDI) Collapsible Buttstock Assemblies for the M249 5.56 MM Squad Automatic Weapon (SAW). The M249 SAW is a gas operated linked ammunition belt fed, 5.56 MM machine gun capable of being fired from either the weapon bipod, from a tripod/ground mount or from a vehicle mount to provide sustained accurate fire in support of infantry operations. This notice is to determine if there are any products readily available which can meet the following United States Government requirements: 1. The CBS assembly should provide a total adjustment length of approximately 3 inches with multiple intermittent positions, whithout the use of tools. 2. The CBS assemlby should not exceed a weight of 1.8 lbs. 3. The CBS assembly must be easy to disassemble and clean by the weapon operator. 4. The Collapsible Buttstock (CBS) assembly must be compatible with the existing buttstock interfact of the M249 SAW weapon receiver, incorporate a positive means of being retained to the receiver and permit removal from the receiver without the use of tools. 5. The CBS assembly must be compatible with/utilize the existing M249 buffer assembly. 6. The CBS assembly, when attached to the M249 must not present any uncontrolled safety hazards to the operator. It must also allow safe operation of the weapon after undergoing a drop test series from a height of five feet onto a concrete surface. This notice is to assist the USG in determining if there are sources capable of providing an item meeting the criteria as stated above. Any interested sources should supply the USG with product literature, if available, or other product description with their response to this announcement. The USG is also interested in determining if an item meets the above requirements, how quickly a quantity of twenty (20) CBS assemblies could be made available for test and evaluation. Responses should also include an estimate of when twenty (20) CBS assemblies could be delivered after receipt of the order, an estimate of how quickly production deliveries could begin after receipt of order and potential production delivery rates on a monthly basis. All responsible, interested offerors are encouraged to submit their capabilities/qualification data and any pertinent information in hard copy or via email within 15 calander days to: Joint Munitions and Lethality Life Cycle Management Command (JM&L LCMC) Acquisition Center, AMSTA-AQ-SW, Building 10/Ms. Joanne Cicarone, Picatinny Arsenal, NJ 07806-5000. All information is to be submitted at no cost or obligation to the Government. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the US Government. The USG does not intend to award a contract on the basis of this market survey. If a formaal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirments will be provided. See numbered note 25.
