- REQUEST FOR INFORMATION INTRODUCTION The United States Army Medical Command (US Army MEDCOM) is seeking sources for the recruitment of critical healthcare professionals as General Service (GS) or National Security Personnel System (NSPS) positions. BACKGROUND The US Army MEDCOM mission is to project and sustain a healthy and medically protected force during war, international conflict or natural disasters; deploy a trained and equipped medical force; and manage the healthcare of the Soldier and military Family. This includes: a. Executing applicable Army Title 10 responsibilities on behalf of the Secretary of the Army by exercising specified administrative control (ADCON) of organic, assigned and attached Army forces. b. Operating the Armys fixed medical centers, community hospitals, health centers and medical/dental clinics; conducting medical research; developing medical concepts, doctrine, and systems to support Army wide health services; supporting health promoti on and preventive medicine; and providing institutional veterinary services for the Department of Defense. c. Providing medical professional education and training for AMEDD personnel and, as required, other Army personnel, members of other Services, other federal agencies, and authorized foreign national personnel within Army policy. d. Ensuring the readiness of the command and maintenance of a go to war posture through mobilization and operations planning and publication of a command mobilization plan IAW DA G3 and OTSG guidance. Of particular importance is the governments ability to maintain adequate government staffing levels at the fixed hospitals to ensure continuity of medical and healthcare services to the wounded warriors, warriors in transition, military members and their families. The war efforts, the mass restationing of military members and families to key areas, e.g., Fort Bragg, Fort Hood, Fort Drum, the conversion of military positions to civilian positions, the conversion of contract personnel to civilian positions, the stand-up of Warrior Transition Units, and the grow the Army initiatives, are contributing to a growing crisis of recruiting and retaining civilian personnel at the fixed medical hospitals and clinics. The US Army MEDCOM is assessing whether hiring a private firm to recruit for critical hard to fill medical and healthcare providers would provide a better means to meet our manpower or staffing needs. This RFI is issued for the purpose of gathering information to assist the government with its recruitment efforts and to determine the availability of potential sources capable of assisting the government with recruitment of the following: Physicians, GS 0602, various specialties Nurses of various specialties, GS 0610, with or without advanced degrees Social Workers, GS-0185, MS Psychologists, GS-0180, MS Physician Assistant, GS-0603 Licensed Practical Nurse, GS-0620 Social Service Technicians and Assistants, GS-0186 Occupational Therapist, GS-0631 Physical Therapist, GS-0633 Nuclear Medicine Technician, GS-0642 Diagnostic Radiologic Technologist, GS-0647 Therapeutic Radiologic Technologist, GS-0648 Pharmacists, GS-0660 Pharmacist Technicians, GS-0661 DESCRIPTION OF INFORMATION REQUESTED Interested offerors possessing the skills and capabilities leading to referrals and submission of resumes from civilian applicants are invited to provide information. Responses should include the following information: company name; address; point of con tact; telephone/fax number; e-mail address. Information may include: a. Developing informational and marketing materials for publication in professional journals; b. Developing informational and marketing materials for distribution to target applicant pools in schools or job fairs; c. Conducting outreach efforts in schools, colleges and universities; d. Submitting resumes to a central office to be designated by MEDCOM; e. Advertising of vacancy announcements through various media; The US Army MEDCOM is open to alternative ideas. Respondents are encouraged to provide information about alternatives that can help MEDCOM better define its requirements and obtain a contract management solution that meets its needs.
