- COMBINED SYNOPSIS/SOLICITATION TITLE: DATA CAPTURE AND MANAGEMENT SYSTEM FOR CANCER CLINICAL RESEARCH AGENCY: ACQUISITION SERVICES DIRECTORATE / NATIONAL BUSINESS CENTER / U.S. DEPARTMENT OF THE INTERIOR IN BEHALF OF THE NATIONAL CANCER INSTITUTE RFP #: 1406-04-08-RP-20201 DATE: OCTOBER 30, 2007 _______________________________________________________________________ NOTICE Please read this entire notice carefully as it constitutes the only notice that will be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this request. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued by Acquisition Services Directorate of the National Business Center under the franchise authority of the U.S. Department of the Interior on behalf of the National Cancer Institute. ACQUISITION OBJECTIVE The objective of this acquisition is to obtain a commercial off the shelf (COTS) Data Capture and Management System software and related installation, support and maintenance services needed to support the conduct of cancer clinical and related human subjects research in the NCI Clinical Research Enterprise. The government must be granted a perpetual use license to the software that gives the government unlimited distribution and usage rights within the boundaries of the NCI Clinical Research Enterprise. There may not be any imposed limits on the number of installations nor the number of users. Offerors unable to comply with this requirement will not be considered for award. SOLICITATION INFORMATION The competitive open market Request for Proposal (RFP), specifications, amendments, and all questions and answers related to this procurement can be accessed via the Internet at http://www.govworks.gov/Solic/openmarket.asp under RFP # 1406-04-08-RP-20201. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. Potential offerors are requested to direct all questions via email to Louis.Gilden@aqd.nbc.gov and Sharon.Hallinan@aqd.nbc.gov no later than 10:00 AM Eastern Time, November 12, 2007. Ensure the RFP number and project title is referenced on all correspondence. The RFP closing date is on or before 2:00 pm Eastern Time, November 29, 2007. BACKGROUND The NCI Cancer Biomedical Informatics Grid (caBIG?) program has established standards for interoperability between information systems in all areas of biomedical research. Many cancer research sites have implemented or are in the process of implementing caBIG-compatible systems. However, there remains widespread unmet need for a robust, commercially-supported electronic Data Capture and Management system for clinical and related human-subjects research data. The National Cancer Institute (NCI) invests several hundred million dollars annually to sponsor and conduct clinical trials in the areas of cancer therapy, prevention, diagnosis, and epidemiology. Studies are conducted both at the NCI and at NCI-funded organizations nationwide. These organizations include the NCI-designated Cancer Centers; the NCI Clinical Trials Cooperative Groups; the Specialized Programs for Research Excellence (SPOREs) along with several smaller trial consortia. The major NCI Centers and Divisions sponsoring clinical trials include: NCI Center for Cancer Research (CCR, Division of Cancer Prevention (DCP), Division of Cancer Epidemiology and Genetics (DCEG), Division of Cancer Control and Population Sciences (DCCPS), and Division of Cancer Treatment and Diagnosis (DCTD). These research activities, the institutions where these activities are performed, and the personnel conducting these activities, are collectively referred to as the NCI Clinical Research Enterprise. The Statement of Work (SOW) defines the NCI requirements for a commercial off the shelf (COTS) clinical research Data Capture and Management System software product for the NCI Clinical Research Enterprise. Regular software upgrades and technical support are also required. On site installation support by skilled staff will also be needed.
