Description
This announcement constitutes a Broad Agency Announcement (BAA) for the Naval Facilities Engineering Service Center (NFESC) under FAR 6.102(d)(2). This announcement is open for one year and will be advertised annually. This announcement seeks out technologies and methodologies to reduce environmental impacts from current and past Navy operations, and applies to Navy installations worldwide. NFESC is interested in environmental technologies and methodologies that are either new, innovative, advance the state-of-the-art, or increase knowledge or understanding of a technology or methodology. To be eligible for consideration and possible contract award, the technology or methodology shall be in either basic research (Category 6.1), applied research (Category 6.2), advanced technology development not for a specific system/hardware (Category 6.3A), or demonstration and validation (Category 6.3B). Furthermore, the technology or methodology shall address one of the following topic areas. TOPIC NO. 1: ENVIRONMENTAL ASSESSMENT, RESTORATION AND CLEANUP. Services to assess and/or remediate existing pollution generated by military operations, including methodologies for evaluation of ecological risk, risk reduction, and/or establishing risk based cleanup goals. TOPIC NO. 2: CONSERVATION OF NATURAL RESOURCES. Practices that support habitat both on land and at sea for rare and endangered species, migratory birds or marine mammals and that comply with environmental legislation and ensure protection of sensitive resources while supporting the military operations. TOPIC NO 3: UNEXPLODED ORDNANCE (UXO). Services for explosive ordnance detection, location, de-energizing, disposal or remediation of UXO generated by military operations. TOPIC NO 4: POLLUTION PREVENTION. Process design changes, management practices or methodologies to minimize the amount of pollution generated during present or future operations and maintenance. TOPIC NO 5: ENVIRONMENTAL COMPLIANCE. Process design changes or management practices that facilitate or enhance the Navy?s ability to comply with local, state, and federal environmental regulatory requirements. ABSTRACT SUBMITTALS TO THIS BAA CAN BE MADE USING THE ABSTRACT FORM LOCATED AT THE FOLLOWING INTERNET ADDRESS: https://portal.navfac.navy.mil/portal/page?_pageid=181,5399885&_dad=portal&_schema=PORTAL. When re-directed, read the ?Vendor Information for BAA Submittals?, then click on the link for ?BAA Abstract Submittal Form (pdf) rev20070409?. Fill out the fields in the form as instructed and click ?Submit Query?. This will automatically submit the abstract online, sending it to NFESC?s BAA electronic mailbox. Keep a copy of your abstract to resubmit in case the first submission is unsuccessful. Each form shall address only one technology or methodology and one topic. Separate forms may be submitted for each additional topic or additional technology or methodology. The abstract shall concisely describe the technology or methodology and shall be evaluated according to the CRITERIA stated in this announcement. No additional data may be submitted for this BAA. If additional data is submitted, it will be discarded. Abstracts will be evaluated on their own merits and will not be evaluated against each other. A peer review board will evaluate the abstracts to this BAA. Abstracts that meet all of the evaluation criteria will be accepted into the BAA program. The abstracts will be evaluated based on the following CRITERIA (listed in descending order of importance): 1. The scientific/technical merits and objectives of the abstract. 2. The Contractor's capabilities related experience, techniques, or unique combination of these that are integral factors in achieving the contractor's proposed objectives. 3. The qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the objectives of the abstract. 4. The cost relative to the proposed scientific/technical approach. Once accepted into the program, the abstract will be shared with appropriate DOD personnel for consideration. Abstracts having a technology or methodology applicable to a specific environmental need may be asked to contract for a field application. NOTE: An eligible abstract does not guarantee a contract. Multiple contracts may result. CRITICAL NOTE: A CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR). NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE DOD CCR. THE DOD CCR MAY BE REACHED AT (888) 227-2423, OR WEBSITE WWW.CCR.GOV. NOTES: 1. The preceding data should be sufficient for completing the abstract form. 2. THERE ARE NO SOLICITATION DOCUMENTS APPLYING TO THIS BAA. REQUEST FOR A SOLICITATION PACKAGE WILL NOT BE ACKNOWLEDGED. THOSE INTERESTED IN PARTICIPATING IN THE BAA PROGRAM MUST FOLLOW THE INSTRUCTIONS TO SUBMIT AN ABSTRACT. 3. THERE IS NO COMMITMENT BY THE NAVY EITHER TO MAKE ANY CONTRACT AWARDS OR TO BE RESPONSIBLE FOR ANY MONEY EXPENDED BY THE CONTRACTOR BEFORE A CONTRACT AWARD. 4. As no funding for contracts has been reserved in advance, NFESC will be sharing qualified abstracts with other Federal Government activities to seek sites and funding. Some Federal Government activities may employ civilian contractors to determine the applicability of an offered technology to specific environmental projects. Any information that may be sensitive to review by such personnel should not be submitted. 5. Eligibility notification will be sent to all contractors, who have submitted an abstract, after the Navy's Technical Evaluation Board (TEB) has reviewed all abstracts submitted by an internal periodic cut-off date. The internal periodic cut-off date may occur several times within the period from the BAA announcement to the closing date for receipt of abstracts. 6. The Contractor should expect a receipt notification of the abstract by the Government within one week of submission. If the Contractor does not receive a notification of abstract receipt, the Contractor should call or e-mail NFESC by using the phone number or e-mail address provided above. 8. Do not call the Contracting Office for verification. The website is not monitored; the abstract is not received by the Contracting Office.
