Description
The Fleet and Industrial Supply Center Jacksonville’s Contracting Department, intends to award a single Firm Fixed Price Requirements type contract for Repair and Restoration Support Services for the Telecommunications Infrastructure at Naval Facilities impacted by a potential destructive event. Places of performance are Naval Facilities located within the Southeast Region to include Puerto Rico and Guantanamo Bay, Cuba. Services are to be performed in compliance with the following: 1. National Electrical Code (NFPA-70) 2. Navy Facilities Engineering Command “Unified Facilities Guide Specifications” latest edition 3. Occupational Health and Safety Association (OSHA) guidelines 4. Latest edition of the Building Industry Consulting Service International (BICSI) publication of the 5. 5. Telecommunications Distribution Methods Manual (TDMM) 6. The following American National Standards Institute (ANSI), Telecommunications Industries Association (TIA) and Electronic Industries Alliance (TIA) Standards for Commercial Building Cabling: - ANSI/TIA/EIA-568-B.1 Commercial Building Telecommunications Cabling Standard (UTP), 2001 - ANSI/TIA/EIA-569-B Commercial Building Standards for Pathways and Spaces 2003 - ANSI/TIA/EIA-606-A Administration Standard for Commercial Telecommunications Infrastructure, 2002 - ANSI J-STD-607A - Commercial Building Grounding (Earthing) and Bonding Requirements for Telecommunications. All work involved in the resultant contract will be identified via individual task orders. The contractor will be required to provide all labor, tools, equipment, materials, parts and transportation. See DRAFT copy of the Performance Work Statement attached. This acquisition is being offered for competition limited to eligible 8(a) concerns. This acquisition will result in the award of a firm fixed price contract. The period of performance will be a base period commencing on or about 1 January 2008, with one one-year option provisions. The applicable North American Industry Classification System (NAICS) Code is 517910; size standard $13.5M. This solicitation notice will be made available electronically upon its release on the Government Electronic Posting System (EPS) site at www.fedbizopps.gov and at the Navy Electronic Commerce Online website at www.neco.navy.mil on or about 16 November 2007. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. All questions related to this notice shall be submitted in writing only to Tisa Clark at tisa.clark@navy.mil, with a copy to arleen.starks@navy.mil for questions submitted 5-28 October 2007. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto. All prospective offerors interested in submitting proposals must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractor Registration Database (CCR) at www.ccr.gov. All responsible 8(a) small business sources may submit a proposal, which shall be considered by the agency. This notice does not obligate the Government to award a contract, it does not restrict the Government to its acquisition approach, nor does it obligate the Government to pay for any proposal preparation cost.
