- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 test program procedures for commercial items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotation is being requested and a written solicitation will not be issued. (iii) This combined synopsis/solicitation will result in a firm fixed price commercial services purchase order. (iv) This combined synopsis/solicitation Request for Quote is being issued as a full and open competition. (v) This requirement is for The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS), which requires a contractor to conduct a nationwide review of the USDA, APHIS, WS firearms safety program including its policies and directives, administration, training programs, operating procedures, and compliance with firearms industry safety standards. The USDA, APHIS, WS program is unique among APHIS programs in that a high percentage of our employees daily duties involve hazardous procedures and materials. The contractor will be required to provide recommendations on how WS can provide the safest possible work environment for its employees who work with firearms materials and enhance public safety. The review involves APHIS/WS employee handling and use of firearms and the safeguarding of human life. Recognizing the risks involved in these operations, WS has implemented an extensive safety program to ensure the safety of their employees. (vi) REQUIREMENT AND QUANTITIES: This requirement consists of two (2) line items to perform the services described in this solicitation. CLIN 001 - Scientific experts for review. This should include all labor and indirect costs for this review. This line item shall be a total cost as well as a breakdown of the hourly rates for each labor category. All overhead and ancillary costs associated with the requirement will be assumed by the Contractor, and should be factored into the quote. CLIN 002 - Travel Costs - Travel costs are a reimbursable line item. Travel is required under this contract to conduct 4 firearms field inspections (2 in the WS Eastern and 2 in the WS Western Region) and conduct 1 review of a WS firearms training. All travel will be within the continental United States. Each trips will be 5 working days including travel days. All travel costs associated with this requirement must be approved in writing by the APHIS, WS personnel and the contracting officer, prior to commencing any travel under this project. Actual travel costs will be reimbursed at the rates provided in the Federal Travel or Joint Federal Travel Regulations. Travel must be in accordance with Federal Government Travel Regulations and all costs shall be subject to the restrictions of the Federal Travel Regulations. (viii) STATEMENT OF WORK: The statement of work is attached to this combined synopsis/solicitation. SEE ATTACHMENT 1 - Statement of Work. (ix) The provisions and clauses incorporated into this solicitation document are incorporated by reference and are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. (x) The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. (xi) The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. A trade off process will be used to evaluate quotes. All evaluation factors other than cost and fee, when combined, are significantly more important than price. Technical capability and past performance are more important than price. The Government will select the offer that is most advantageous to the Government and the following will be considered when evaluating offers: TECHNICAL CAPABILITY: The offeror's expertise and knowledge necessary to perform the work described in this Statement of Work including the key personnels demonstrated ability to develop recognized firearms training and education materials and demonstrated experience in conducting firearms education programs resulting in firearms instructor certification status; knowledge of USDA, Wildlife Services firearms program policies and procedures, an understanding of all applicable Federal, State, and local laws and regulations pertaining to firearms use in various and multiple States within the United States. Also evaluated will be the contractors program to train and certify advanced firearms instructors to teach and certify others to become certified firearms instructors. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. PAST PERFORMANCE: A measure of the degree to which an offeror has satisfied customers in the past, and complied with federal, state, and local laws and regulations. The assessment will consider the firms record of conforming to specifications and to standards of good workmanship / customer service, and adherence to contract schedules, terms and conditions, and providing prompt and accurate service. In accordance with FAR 52.212-1 (b) (10) regarding past performance, references are requested. Each offeror must submit references which are either current or recent customers. Please provide the name, address, phone number, fax and email for each reference. (xii) The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications or return a completed copy of the Offeror Representations and Certifications with their quotation.
