- Description
- The El Paso Intelligence Center's (EPIC) has a requirement for preventative maintenance (pm) on all of the Heating, Ventilation, and Air Conditioning (HVAC) systems and associated equipment installed at the Drug Enforcement Administration's (DEA) El Paso Intelligence Center (EPIC) located at 11339 SSG SIMS STREET, EL PASO, TEXAS 79908-8098. The Statement of Work is as follows: The Contractor shall provide PM and inspections on the equipment identified herein for a period not to exceed one year. Work shall be performed during the last week of each month. All equipment herein shall be inspected and PM shall be performed in accordance with the manufacturer's recommendations and this Statement of Work. EPIC may request emergency or corrective maintenance resulting from normal usage as deemed necessary. Emergency response time shall be two (2) hours. Work will include all materials, labor, and parts. The contractor will be held responsible for all new work including costs of parts, materials and labor for repairs of $500 or less. ~~~ I ~~~ LOCATION OF EQUIPMENT: Inspections, maintenance, repair work, and new work performance will be accomplished at the following locations: DEA/El Paso Intelligence Center, 11339 SSG Sims Street, El Paso, Texas 79908-8098, Building 3693, Ft. Bliss, Texas. ~~~ II ~~~ DESCRIPTION OF EQUIPMENT AND MINIMUM PM SERVICES TO BE PROVIDED: The following is a list of all equipment and all associated equipment on which services shall be performed: ~~ A ~~ LIEBERT UNITS COMPUTER SUPPORT SYSTEMS (3 EACH) MODEL DELUXE SYSTEM 3 AND ASSOCIATED EQUIPMENT: (1) Filters - All disposable type filters will be checked and replaced with 2 inch Extended Surface Pleated by Air Handler Pleated Air Filters, (example being 18"x 24"x 2", sold by WW Grainger Stock Number 5W514 or approved equal.) Filters will be changed every month or as otherwise directed by EPIC's Facilities staff; (2) Humidifier Section - clean out humidifier pans for deposits of mineral solids, and checked for burned out lamps and change them; (3) Blower Package - to include: (a) Fan impellers - inspect and remove debris, check that they are tightly mounted on the fan shaft; (b) Bearings - inspect for signs of wear when the belts are adjusted. Replace bearings when pulley is shaking and there is movement in the fan shaft; (c) Belts - check for signs of wear and proper tension and if belts appear cracked or worn, they should be replaced with identically sized belts; (d) Air Distribution - See the in accordance with Operation and Maintenance Manual, Level 0 and Level 10; (e) Electrical Panels - will be inspected for any loose electrical connections and test all control circuits for proper setting, i.e., cooling, reheating, humidification, dehumidification, etc.; (f) Refrigeration Systems - all components will be inspected for proper function and signs of wear and tear and be repaired/replaced as per "Operation and Maintenance manual/Level 0 and Level 10": compressor oil level, refrigerant lines, liquid lines, sight glass, suction pressure, superheat, discharge pressure, hot gas by-pass valve, thermostatic expansion valve, air cooled condenser, water/glycol cooled condensers located on the roof (3 each), and compressor failure. ~~ B ~~ LIEBERT UNIT - GUARD HOUSE: (1) Guard House combination of heating and cooling (1 each) Model Manumit; (2) Building 3693 combination of heating and cooling (1 each) Model N/A; (3) Include all components/parts such as hermetic compressors, condenser coils, filter drier, high pressure, switches, thermostatic expansion valve, liquid sensor, evaporator coils, evaporator fan terminal block, evaporator fan motor, and evaporator fans; (4) These units will be inspected for wear and tear and will be repaired or replaced as per the instructions and parts manuals; and (5) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check units for refrigerant leaks; (b) Check and calibrate safety controls; (c) Check and tighten all electrical connectors, contactors, relays, and operating safety controls that may be loose, check voltage to controlled devices; (d) Check starters, tighten all terminals, and check contacts for wear; (e) Lubricate motor bearings per manufacturer's specifications on each unit; (f) Lubricate fan as per manufacturer's specifications on each unit; (g) Check belts for tension/cracks and sheaves and replace if required; (h) Check motor operating condition for each unit; (i) Replace all filters and all disposable type filters will be inspected and replaced with 2 inch Extended Surface Pleated filter by Air Handler Pleated Air Filters, (example being 18"x24"x2", sold by WW Grainger Stock Number 5W514 or approved equal. Filters will be changed every month or as otherwise directed by EPIC's Facilities Staff; (j) Check oil level in compressors for each unit and correct levels if required; (k) Replace existing oil at the start of the contract period of performance; (l) Inspect coils for blockage and cleanliness and perform necessary work to correct blockage and cleanliness; and (m) Check operation of control circuits and make all necessary adjustments as required. ~~ C ~~ CARRIER AIR COOLED CHILLERS (3 each): (1) Numbers 1 and 3 weigh 6900 lbs. each and contain 3 compressors with 6 fans; (2) Number 2 weighs 8520 lbs. and contains 4 compressors with 8 fans; (3) All components/parts to the above equipment will be inspected for wear and tear and will be repaired / replaced as per Installation, Operating, and Maintenance Manuals; and (4) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check units for any kind of leaks; (b) Check and calibrate safety controls; (c) Check and tighten electric connections, contractors, relays, and operating safety controls that may be loose and check voltage to controlled devices; (d) Check starters, tighten all terminals and check contacts for wear; (e) Lubricate pumps on each unit per visit; (f) Lubricate fan bearings per manufacturer's specifications on each visit; (g) Check all external interlocks; (h) Check oil levels in all compressors and correct levels if required. Change out existing oil at start of contract; (i) Inspect coils for blockage and cleanliness. Perform necessary to correct blockage and cleanliness; (j) Check operation of motors and control circuits and make necessary adjustments if required; (k) Check and adjust, calibrate or repair all auxiliary devices as required for proper equipment operation; and (l) Clean, wipe down and wash all equipment to remove all dirt, excessive grease/oil, etc. ~~ D ~~ GREENHECK CENTRIFUGAL ROOF EXHAUSTERS: (1) Models G (1 thru 20) and Model Cube 1 each at main Building; (2) Model G, 2 each at Building 3693; (3) All components/parts to the above equipment (including motor housing, motor, motor pulley, shaft pulley, belts, shaft, bearings, shroud, shock mounts, wheels motors, support pan, wind board, drain trough, and curb cap) will be inspected for wear and tear and will be repaired / replaced as per Installation, Operating, and Maintenance Manuals; and (4) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check and calibrate safety controls; (b) Check and tighten all electrical connections, contractors, and relays that may be loose; (c) Check voltage to controlled devices; (d) Check starters, tighten all terminals and check contacts for wear; (e) Check belts for tension and cracks, replace if necessary; (f) Check motor operating conditions; (g) Lubricate motor and fan bearings if required; and (h) Check that all screws are fastened securely through mounting holes ~~ E ~~ AIR HANDLING UNITS (HVAC SYSTEM): (1) Make-SNYDER GEN. and (15) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check units for of leaks; (b) Check and calibrate safety controls; (c) Check and tighten electrical connections, contractors, relays, and operating safety controls that may be loose, check voltage to controlled devices; (d) Check starter, tighten all terminals and check contacts for wear; (e) Lubricate motor and fan bearings per manufacturer's specifications if required; (f) Check belts for tension and sheaves; (g) Check damper operation, lubricate, adjust dampers, and linkage as required; (h) Check motor operating conditions; (i) Check all external interlocks; (j) All filters will be inspected; (k) All washable filters shall be cleaned; (l) All disposable type filters will be checked and replaced with 2 inch Extended Surface Pleated filter by Air Handler Pleated Air Filters, (example being 18"x24"x2", sold by WW Grainger Stock Number 5W514) or approved equal); (m) Filters will be changed every month or as otherwise directed by EPIC's Facilities Staff; (n) Check oil level for all compressors and correct level is required; (o) Check coils for blockage and cleanliness; (p) Perform necessary to correct blockage and cleanliness; (q) Check operation of control circuits and make necessary adjustments if required; (r) Check operation and calibration of gas train components if required; (s) Check burner operation requirements when necessary; (t) Check and clean combustion blower if required; (u) Check and clean the heat exchange if required; (v) Check and calibrate operating-safety controls; (w) Check burner elements and make necessary adjustments; (x) Tighten all loose items, replacing all items including nuts, washers, bolts, screws and etc.; (y) Check and calibrate all controls and solid-state frequency drives for each unit; (z) Check all emersion and outdoor elements; (aa) Check and clean drain pans and drains; (bb) Check primary and secondary transformer voltages; (cc) Check and adjust, calibrate or repair all auxiliary devices as required for proper equipment operation; (dd) Check and calibrate the time clocks and control panel, for EPIC's HVAC System as required, also all auxiliary devices for proper equipment operation; (ee) Clean/wipe down and wash all equipment/parts for all units to remove dirt, excessive grease/oil and etc; and (ff) Prepare report for Facilities Office, reporting all deficiencies, and recommendations for correction. ~~ F ~~ VARIABLE AIR VOLUME UNITS (VAV BOXES) 37 EACH: (1) All VAV Box filters will be replaced with Air Handler Non-pleated Air Filters to match existing or approved equal; (2) All filters will be changed at the end of each quarter, the last week of month; (3) Record and report abnormal conditions, measurements taken, etc.; (4) Review with customer for operational problems and trends; (5) Verify proper air valve operation; (6) Check and adjust velocity control, if applicable; (7) Verify VAV Box sequence of operation; (8) Check and adjust all related controls; and (9) Perform repairs as needed to put VAV Box back on-line. ~~ G ~~ MAKE-UP AIR UNITS ROOF TOP: (1) Greenheck (4 each); (2) Rheem (3 each); and (3) All components/parts to the above equipment will be inspected for wear and tear and will be repaired / replaced as per Installation, Operating, and Maintenance Manuals. ~~ H ~~ UNIT HEATERS/BOILERS: (1) REZNOR, Model XL, Service 3, to include the Boiler, make BRYAN, Area 3; (2) MODINE, Model HS-47, Area 1; (3) RAY PAK, Model H1-333-11D, Area 2; (4) MODINE, Models PD160AE0130 and PO125AE0130 (2 each), Area 5; (5) All components/parts to the above equipment will be inspected for wear and tear and will be repaired / replaced as per Installation, Operating, and Maintenance Manuals; and (6) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check and calibrate safety controls; (b) Check and tighten electrical connectors, contractors, relays, and operating safety controls that may be loose; (c) Check starter, tighten all terminals and check contacts for wear; (d) Lubricate motor and fan bearings as per the manufacturer's specifications; (e) Check belts and sheaves; (f) Check motor operating conditions; (g) Check all external interlocks; (h) Check coils for blockage and cleanliness; (i) Perform necessary action to correct blockage and cleanliness; (j) Check operation of control circuits and make all necessary adjustments, if required; (k) Check operation and calibration of gas train components; (l) Check burner operation requirements; (m) Check and clean combustion blower; (n) Check combustion and make necessary adjustments; (o) Check and clean the heat exchange if necessary; (p) Check and calibrate operating-safety controls; (q) Check burner elements and make necessary adjustments; (r) Check all electrical heating coils throughout the facilities; (s) Check all heating elements for proper operation; (t) Tighten all loose items replacing all missing items including nuts, washers, bolts, screws, etc.; (u) Check all emersion and outdoor elements; (v) Check and adjust, calibrate or repair all auxiliary devices as required for proper equipment operation; and (w) Check all gas valves/pipes for leaks and repair if necessary. ~~ I ~~ HOT WATER HEATERS: (1) A.O. SMITH, Model BT 100-230, 100 Gals, Main Building; (2) AMERI-GLAS, Model EFR 320-LT, 32 gals, Bldg 3693; (3) STATE, Model PRV-65-NRRT-5, 50 gals, Area 1; (4) Modine, Model HS-47901, Area 2; (5) All components/parts to the above equipment will be inspected for wear and tear and will be repaired / replaced as per Installation, Operating, and Maintenance Manuals; and (6) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check and calibrate safety controls; (b) Check and tighten electrical connectors, contactor relays, and operating safety controls may be loose; (c) Check voltage to controlled devices; (d) Check all external interlocks; (e) Check coils for blockage and cleanliness; (f) Perform necessary actions to correct blockage and cleanliness; (g) Check operation of control circuits and make necessary adjustments if required; (h) Check burner operation sequence; (i) Check, clean, combustion blower and make necessary adjustments; (h) Check all gas valves and pipes for leaks; (i) Check boiler re-circulating pump for proper equipment operation; and (j) Units to be drained and flushed two times a year. ~~ J ~~ PUMPS: (1) Peerless Pump, Fire Pump, Area 1; (2) Peerless Pump, Fire Pump Controller, Area 1; (3) Gruntos, Jockey Pump, Area 1; (4) Peerless Pump, Jockey Pump Controller, Area 1; and (2) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check and tighten all electrical connections and operating safety controls; (b) Lubricate motor and fan bearings as per manufacturer's specifications; (c) Check motor operating conditions; (d) Check evaporation/chiller water system for proper operation; (e) Check refrigeration system for proper operation; and (f) Tighten all loose items from cabinet, access panel on frame, replacing all missing items including nuts, washers, bolts, screws, etc. ~~ N ~~ ENVIRONMENTAL MONITORING SYSTEM (EMS) AND ALL ASSOCIATED EQUIPMENT: (1) The EMS provides computer monitoring of the HVAC system in Area 1 (conference center) and Area 2 (24-hour call center) from the EPIC Facilities Section; and (2) The monitoring system allows continuous management and alarm status of one chiller and two air handling units. ~~ O ~~ ADJUSTABLE FREQUENCY DRIVES (HVAC SYSTEM): (1) Parametrics, Flow Economizer, AC Motor speed control, Model - V032, 208/480, 3PH, 50/60 HZ, 27.5 AMPS (HVAC No. 1); and (8) PM and Inspections on the above equipment shall include but shall not be limited to the following for each unit: (a) Check display message and follow through to correct problem shown; (b) Refer to Warning and Alarm section in operation manuals for corrective action; (c) Check tightness of all connections and wires for proper location; (d) Measure input of signals; (e) Check drive input and output for balanced voltage and current; (f) Check programming and values to all parameters; (g) Check all fuses to circuit-boards and replace is needed; and (h) Calibrate display to make sure that drive is on-line with system motor. ~~ P ~~ SECURE AREAS (NEW CONSTRUCTION COMPLETED IN MAY 2007 IN ROOMS 348, 349, 350, AND BASEMENT): (1) AC-350 Liebert MM_24E 2-ton air cooled ceiling mounted horizontal AC unit; (2) CU-350 Liebert, PFH027A 2-ton condensing unit; (3) Roof Top A/C Units, RTU-1, Trane YHC102A4, Compressor / Condensor, Supply Air, Return/Exhaust Air, Cooling Coil, Heating Coil; (4) Shutoff VAV Boxes, ZD-1 and BD-1 Trane VCCF; (5) AC-1 and AC-2 10-ton, air cooled, upflow computer grade air-conditioning unit with dual refrigeration circuits; (6) CU-1 and CU-2 Air-cooled condenser with dual refrigeration circuits and four HP fan motors; (7) AC-3 8-ton, air-cooled horizontal ceiling mounted computer grade air-conditioned unit with dual refrigeration circuits; (8) CU-3 Prop fan air-cooled condensing unit with dual refrigeration circuits; (9) XDC-1 Extreme Density 46-ton coolant chiller unit for cooling of refrigerant to associated "Extreme Density" rack modules; (10) XDH-1, XDH-2, XDH-3, XDH-4, XDH-5, and XDH-6 Extreme Density 6.3-ton horizontal coolant row cooling modules; (11) CU-4 and CU-5 Air cooled condensers with single refrigeration circuits and six HP fan motors; and (12) All components/parts to the above equipment will be inspected for wear and tear and will be repaired / replaced as per Installation, Operating, and Maintenance Manuals. The acquisition will be conducted under Federal Acquisition Regulations (FAR), Subpart 13.5, Simplified Acquisition Procedures. No solicitation will be made available. All quotes must be received no later than November 12, 2007 no later than 12:00 PM (EST) at 2401 Jefferson Davis Highway, Alexandria, VA 22301 to the Drug Enforcement Administration, ATTN: Jennifer Hawes / FAC.
