- Description
- The Federal Aviation Administration (FAA) intends to award a Wide Area Augmentation System (WAAS) Follow-on contract to Raytheon Company located in Fullerton, CA on a single-source basis. In accordance with Section 3.2.2.4 of the FAA Acquisition Management System, the purpose of this announcement is to inform industry of the basis for the single-source decision. For a period of six (6) weeks, FAA conducted a sources sought market survey which yielded only one respondent--Raytheon Company. The WAAS Follow-on (WFO) contract will provide life-cycle support including technical refresh of WAAS hardware and require the implementation of software and hardware modifications to increase robustness of WAAS. The contract will also provide second-level engineering support to increased availability and coverage of WAAS Localizer Performance with Vertical Guidance (LPV-200) service. The contract will have a potential three-year period of performance. The primary focus of the WFO contract will be to transition reliance for WAAS support from contractor-based to FAA-led support. The transition effort will cross many technical areas which will require the buildup of knowledge and training of FAA personnel by the end of the contract duration. This procurement strategy lays the foundation for a competitive acquisition for continued WAAS services in the FY11 timeframe. WAAS is a national, mission-critical safety of life navigation system; therefore, maintenance and performance upgrades must be executed such that operational availability, continuity and integrity performance are maintained. Raytheon Corporation (RC) is uniquely qualified to maintain WAAS integrity performance, manage WAAS safety and design assurance, perform WAAS test and integration, and software development of safety-critical software. Further, in-depth knowledge of the Full-Lateral Performance (FLP) WAAS is required in order to adequately execute transition of required capabilities from the contractor to the FAA. RC's corporate knowledge and unique personnel skill set facilitates achieving the FAA's transition goals which will eventually allow the FAA to remove current dependencies and move towards an open, competitive market. Raytheon has demonstrated capabilities in developing and maintaining the WAAS software development environment and test tool suites; developing WAAS software in accordance with RTCA DO-178B; developing, validating, and fielding software intensive modifications to a complete operational nation-wide complex WAAS. In addition, Raytheon has demonstrated knowledge and expertise with the WAAS/SBAS/GBAS signal generation algorithms and has applied aviation system safety standards (SAE ARP 4754 or 4761) to product development; executed analyses or assessments in support of product development. These analyses and assessments include Operational Safety Assessment, Preliminary Hazard Analysis, Functional Hazard Analysis, System/Subsystem Hazard Analysis, System Safety Assessment, Fault Tree Analysis, Failure Modes and Effects Analyses and Common Cause Analysis. Raytheon has also demonstrated knowledge and experience in providing the mathematical techniques to prove Hazardously Misleading Information (HMI) probabilities and perform HMI analysis for WAAS upgrades to an operational system.
