- Subject: System Integration and Deployment of Cessna Aircraft to CENTCOM Area of Responsibility (AOR) THIS IS A REQUEST FOR INFORMATION ONLY. POC Robert Luisi 732 427 3151 or Dorothy Bartling 732 427 2895 Director, Intelligence and Information Warfare Directorate (I2WD) is seeking sources and information for a Lead System Integrator (LSI) for a radar system integration into a Cessna Caravan Aircraft and deployment to the CENTCOM AOR. Deployment will start i n late 2008 for a twelve (12) month effort. The LSI must have recent experience in deployment to the CENTCOM AOR. The LSI shall provide to the Government three (3) contractor owned Cessna Caravan fixed wing aircraft and the necessary personnel, equipment and support services required to deploy and operate two (2) of the aircraft to the OCONUS CENTCOM AOR, and one aircraft to be based for training and testing in the Continental United States (CONUS). The CONUS aircraft (aircraft three) shall be utilized as a systems integration laboratory for the further test and development of a radar airborne system. Aircraft three shall be available for flight operations following deployment of aircraft one and two. The LSI shall design installation kits (cables, brackets, etc) for the Government Furnished Equipment (GFE) radar airborne system, the Common Missile Warning System (CMWS) Aircraft Survivability Equipment (ASE), Tactical Control Data Link (TCDL), Blue Forc e Tracker (BFT), Terrain Collision Avoidance System (TCAS) 2, Global Air Traffic Management (GATM), onboard operator workstation/console, equipment rack, PC, mass storage device, keyboard/mouse and monitors and any other equipment required for operation in the CENTCOM Area of Interest (AOI) on the aircraft. The LSI shall integrate all GFE except the radar system into the Cessna Caravan aircraft. The LSI shall provide necessary personnel and equipment to operate and maintain the aircraft during system integ ration testing as well as system verification flight testing. The LSI is responsible for flight operation and scheduled maintenance for all the aircraft for system flight and evaluation test. Fuel and hangar facilities shall be provided by the LSI for CON US flight testing. The LSI is responsible for training for OCONUS deployment crews. The LSI shall provide Operator and Maintenance support during the entire contract period of performance of the program for all contractors provided aircraft and associated equipment. This shall include routine servicing and preventive and corrective mainte nance for all subsystems and support equipment. The LSI shall provide total system hardware/software Operator and Maintenance support during the entire contract period of performance of the program to include routine servicing and preventive and correctiv e maintenance for all the provided aircraft and associated support systems. The LSI shall form working agreements with all the associate contractors for the installation and support of all the aircraft installed GFE. The LSI is responsible for Federal Avia tion Association (FAA) flight certification, Safety of Flight release. The contractor, in conjunction with the relative associate contractors, shall conduct, as required, analysis and tests required to ensure there are not electromagnetic interference/electromagnetic compatibility (EMI/EMC) or safety issues and that all equip ment operates correctly. Responders are requested to provide: 1. Description of Experience in deployment to the CENTCOM AOR, the contract the work was done under, and the Government POCs phone number and email address. . 2. Description of the availability of the Cessna Caravan aircraft, and hangar facilities. 3. Capability to provide Operator and Maintenance support to Cessna and installed systems. 4. Experience in the design and development of system installation kits 5. Experience in systems integration in Cessna Caravan aircraft. No foreign nationals (NOFORN) responses will b e accepted. Written inputs are requested within 10 days of announcement to Intelligence and Information Warfare Directorate, Radar Application Branch, Bldg 600, Ft. Monmouth, NJ, 07703. Responses shall be limited to no more than 10 pages in length. This is not a requ est for proposal. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited.
