****SEND ALL INFORMATION INCLUDING QUOTES AND TECHNICAL QUESTIONS IN WRITING TO TIM CARSON AT TIM.CARSON@NASA.GOV, OR FAX TO 256-544-4401**** NASA/MSFC has a requirement for Photomultiplier Tubes, 3 EA. NASA/MSFC intends to purchase the items from Hamamatsu Corporation, because of the following: 1. The requested phototubes are required to replace identical units that were severely damaged during the last flight of the HERO payload. The HERO payload has recently (Sep 07) been fully funded for a Southern Hemisphere flight in 2008, so that repairs must be carried out quickly. Changing this phototube to another design would necessitate a complete re-design of the whole instrument which would entail considerable cost and time delays that could not be supported by the program schedule and budget. 2. Hamamatsu is the only company that fabricates such photomultiplier tubes, which are a custom variation of a standard Hamamatsu product. Only Hamamatsu has the necessary hardware and expertise to fabricate such a unit. 3. The phototubes are necessary to repair the HERO balloon gondola flight. Funding for this has only recently been approved (September 2007), yet the gondola and support equipment must be shipped to Australia fully rebuilt and tested in May of 2008. The requested phototubes form the heart of the instrument and rebuilding and fully calibrating these will take approximately 3 months. As the delivery time quoted is 4 months ARO, these items must be ordered immediately to meet the tight flight schedule. The HERO balloon gondola is scheduled to fly in Australia in September, 2008. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
