- This is a SOURCES SOUGHT NOTICE (not a request for either a quote or proposal, or an invitation for bid). The intent of this notice is to identify potential small business sources capable of providing METEOROLOGICAL SERVICES AND WEATHER SYSTEM MAINTENANCE SERVICES. The Government is considering the possibility of consolidating the Meteorological Services and Weather System Maintenance Services into one contract action. Request inputs from industry of any potential cost savings and/or government benefit from this consolidation. The contractor shall provide all personnel, transportation, management, supervision, labor, equipment and supplies necessary to provide Meteorological and Weather System Maintenance Services at various locations throughout the continental United States. The Meteorological Services work consists of mission-tailored forecast, observing and staff support services at Fort Belvoir, VA; Fort Benning, GA; Fort Knox, KY; Fort Sill, OK; Fort Huachuca, AZ; Fort Rucker AL, Fort Leonard Wood, MO; Andalusia/Opp Municipal Airport, AL, and Troy Municipal Airport AL. . These services include, but are not limited to, weather observing using manual, augmented and automated methods, weather forecasting, weather briefing, and staff support to airfield and garrison leadership. The Contractor shall employ persons for work on this contract who are dual-qualified (can perform both observing and forecasting functions). For the Weather System Maintenance Services: Technicians must be capable of providing emergency restoral maintenance; preventive maintenance; scheduled maintenance; and unscheduled maintenance to meet ACC availability standards on systems: Doppler Weather Radar, Automated Meteorological System, Rain Gauge, Digital Barometer, Laser Ceilometers and indicator, Wind Measuring Set, Tactical Meteorological Observing System, Pole Mounted, and Automated Surface Observing System. The systems are located at Ft Benning, GA; Ft Campbell, KY; Ft Huachuca, AZ; Ft Riley, KS; Ft Hood, TX; Ft Leonard Wood, MO; Ft Polk, LA; Ft Rucker, AL; Ft Sill, OK; Ft Stewart/Hunter AAF, GA; and Ft Drum, NY. This statement shall also include any potential cost savings and/or benefits to the Government if these services are consolidated. The information provided will be the basis for the Government's decision to establish this requirement as a small business set-aside for competitive acquisition. The NAICS code for this requirement is 541990. A solicitation will be issued and will be synopsized on the Government Electronic Posting System at www.eps.gov. It is the potential offeror's responsibility to monitor the posting cite for release of any future solicitation or synopsis. Proposed contract is being considered as a small business set- aside under the Small Business Act. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33.
