- Description
- This is a sources sought announcement seeking responses in order to determine sources for a future acquisition. ASSET will automate the three phases of scheduling and planning within Army Schools: Long Range Planning; Mid Range Planning; and, Near Range. The developed or selected Commercial-Off-the-Shelf (COTS) solution must be interoperable with existing or future planned Army architecture. The proposed system and software requirement is for the ARMY School Scheduling/Resourcing Enterprise Tool (A SSET) project. These requirements are applicable to courses/phases, separate DL phase, module(s), separate DL module(s), courseware, students, and resources which must be scheduled to ensure the students, courseware, and resources are available when requi red. The processes shall conform to the requirements of the Software Engineering Institutes (SEI) Capability Maturity Model (CMM), Version 1.1, and the SEI Method for Assessing the Software Engineering. The users will be able to access ASSET via a web in terface. A partial list of what ASSET is to provide is as follows: a capability to schedule classes, sections, events, and individuals; create, update, and delete a fiscal year schedule; establish and manage Sections; manage schedule conflicts and recomme nd solutions; manage shared training; provide for deferred student training; perform What-If-Analysis modeling, training and resource availability; determine student time remaining to complete a course; generate various reports; and, publish a training sch edule. ASSET must be able to be accessed via a web connection using a commercial browser and operates in an unclassified mode via Army Knowledge Online. ASSET must be in compliance with the following standards: Communications standards: Transmission Contr ol Protocol/Internet Protocol (TCP/IP) Integrated Services Digital Network (ISDN); Platform compliance standards: Windows, Uniplexed Information and Computing System (Unix); and, Quality and safety standards: Universal Language (UL), Information Systems Of fice (ISO), Capability Maturity Model (CMM. ASSET will be hosted at a centralized location and will be dependent upon the infrastructure of that location for its successful integration and use. ASSET will allow for the transfer of data from ASAT, RITM, A TTRS, RFMSS, and other systems identified as essential during ASSET development to the scheduling software. For the purpose of small businesses, the NAICS code is 541519, Other Computer Related Services; size standard is $23 million. Your response sha ll include the following information: Size of company ( i.e., 8(a), Hubzone, WOSB, SDVOSB, SDB, VO, Small Business, all others); number of employees; revenue for last three years; relevant past performance on same/similar work for last three years; and, y our companys capability to do this type of work. Documentation of technical expertise must be presented in sufficient detail for the government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
