Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Office of the Deputy Chief of Staff, G8, intends to procure Support for Army Standard Study Number  Line Item Number (SSN-LIN) Automated Management and Integrating System ( SLAMIS) as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541519 with a size st andard of $23M are encouraged to submit their capability packages outlining their experience in the following key areas or tasks 1 - information technology database maintenance, 2- training support, 3- management of database operations, 4- life cycle manag ement, analysis, 5- performance measures and reports, 6- communication, synchronization and collaboration between systems, 7- catalog support, and 8- document support for Army approved items. Interested small businesses are encouraged to submit their capa bility packages detailing their experience in the tasks under the Statement of Work (a copy of the Statement of Work can be downloaded from CCEs homepage at: http://cce.hqda.pentagon.mil/rfp/docs/SLAMIS_Doc_001.doc ) and answer the following questions: (1 ) How would the Offeror maintain stability and continuity in its workforce during performance of the contract? (2) Has the Offeror ever had a Department of Defense contract? a. If so, answer the following: i. How large was the team? ii. What was the total value of the contract? iii. How large was the customer organization? (3) How does the Offerors team of personnel demonstrate knowledge and experience to work on-site with t he Department of the Army staff? (4) How does the Offeror demonstrate the necessary skills, relevant experience, and capabilities to successfully perform all tasks in the SOW? (5) How does the Offeror have knowledge and experience in the area of Army bud geting process from funding, fielding to sustainment? (6) To what extent does the Offeror have knowledge of Standard Study Number  Line Item Number (SSN-LIN) Automated Management and Integrating System (SLAMIS)? No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Mr. Julian O. Boggan Sr. A Firm Fixed Price is anticipated. The period of performance will be March 23, 2008  March 22, 2009. The place of performance will be Office of the Deputy Chief of Staff, G4 , Room 1D343, 500 Army Pentagon , Washington, D.C. 20310-0500. Contractor personnel will require a current secret clearance. All capability statements must be submitted by 09:00AM, EST, November 20, 2007 to Julian O. Boggan Sr. via email: julian.boggan@hqda.army.mil . Please limit th e length of packages to ten (10) pages; packages over 10 pages will not be evaluated. Also, provide your companys name, point of contact (POC), contact information (company and email address, and phone number), and business size under the above NAICS cod e to assist us in maintaining a list of interested small businesses for this potential requirement. Based on an evaluation of the capability packages, the Government will be able to determine if at least two responsible small business concerns are capable of performing this requirement. If so, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response dat e, or if the Government determines that no small businesses are capable of performing this requirement, this requirement will be solicited under full and open procedures. A written Request for Proposal (RFP) will be posted on or about December 3, 2007. Contractors are responsible for all costs for submitting their capability packages. POC is Julian O.
