Description

On or about 20 November 2007, the US Army Corps of Engineers, Alaska District, will issue a Request for Proposal for the Design and Construction of a Battalion Complex consisting of Battalion Headquarters; 4-Plex Company Operation Facility (UNICOF); Tactical Equipment Maintenance Facility medium and Tactical Equipment Maintenance Facility small. This project will consist of 4 buildings with paved organizational parking, POV parking, water, sewer,natural gas, and storm drainage utilities to support th e facilities. There is no demolition in this project. The project will be constructed at three locations on the installation. Copies of the solicitation and amendments are available by INTERNET ACCESS ONLY. All solicitation documents will be posted throu gh the Armys Single Face to Industry (AFSI) to the Federal Technical Data Solutions (FedTeDS)website at https://www.fedteds.gov/and the ASFI website is at https://acquisition.army.mil/asfi It is the contractors responsibility to register as an Interested Vendor for this solicitation at the Federal Business Opportunities (FedBizOps) website at: http://www1.fbo.gov/. Award will be based on the Best Value approach. This solicitation is unrestricted and open to both large and small business participation. NAICS code for this project is 236220. For the purpose of this acquisition, a concern is considered small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $31 million. The proposed acquisition will result in a fixed-price contract. The estimated design and construction cost for this project is between $25,000,000 and $50,000,000. Large business concerns submitting proposals for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a small business subcontracting plan. The U.S . Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2007: Small Business (SB) 51.2%; Small Disadvantaged Business (SDB) 8.8%; Woman-Owned Small Business (WOSB) 7.3%; HUBZone Business 3.1%; Service Disabled V eteran-Owned Small Business (SVOSB) 1.5%. Prospective offerors, subcontractors, and Dodge/Plan Room are required to self-register their firm or office on the Internet to download the solicitation from the internet. Those registering are responsible for t he accuracy of the information. It is the responsibility of the contractors to check for any posted changes to this solicitation. All proposal forms, bonds, and other normal document required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium, Telegraph or Facsimile for the proposal submittal documents will not be allowed. All responsible sources may submit a proposal in the format and on the forms in the solicitation that shall be consi dered. Contractors must be registered with the Central Contractor Registration (CCR) in order to receive a Government Contract award.
