- Description
- The U.S. Geological Survey has a requirement for the purchase of technical and field support for Sacramento/San Joaquin Delta Projects and development and maintenance of portable recorders and playback facility. Specific tasks include: 1) Install and maintain portable seismic stations in the north San Francisco Bay at sites determined by supervisor and other interested seismologists in the Western Earthquake Hazards (WEHZ) team. 2) Install and maintain portable seismic stations in the San Joaquin/Sacramento Delta at sites determined by supervisor and other interested seismologists in the WEHZ team. 3) Service accelerometer stations in the Santa Clara Valley that are part of the array installed with Dave Carver and Art Frankel. 4) Assist in deploying portable seismic gear for special projects such as recording aftershocks of significant earthquakes in California. 5) Maintain portable seismic gear and sensors. 6) Playback digital records from portable seismic stations. 7) Maintain playback facility with help from Lawrence Baker. Deliverables will include digital files with appropriate header information that is the permanent record of ground motion at interesting sites with respect to an earthquake or site geology. Archival records are to be submitted to the IRIS DMC and the USGS Western Earthquake Hazards team file server. USGS intends to contract with Mr. Russell Sell because of his unique qualifications to perform this service, outlined as follows: 1) He has extensive experience with seismological instrumentation. He has worked for Tom McEvilly at UC Berkeley and IRIS/PASSCAL before working at USGS. 2) He has extensive experience working with the equipment we use. USGS Western Earthquake Hazards team uses digital seismic recorders manufactured by Refraction Technology (Ref-Tek) and Kinemetrics and this instrumentation was developed in collaboration with PASSCAL. Consequently, Mr. Sell has many years experience operating and servicing these particular recorders, which USGS also possesses. 3) He has extensive experience with the computer programs needed to play data back from these recorders. PASSCAL contracted to have an extensive set of tools written to be able to play data back from a Ref-Tek recorder and Mr. Sell is a knowledgeable user of these programs. 4) He has worked to help install each of the arrays and so knows the locations of all seismometers, and their working condition. The Government's required period of performance: Date of Award to 09/30/2008 and 1 Option Period. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1). Other interested concerns having the ability to furnish this item shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ; no written solicitation will be issued. This may represent the only written notice of this procurement.
