Description
The National Oceanic and Atmospheric Administration has a requirement to provide all labor, supervision, equipment, and material necessary to provide janitorial services under a performance based service contract at the Northeast Fisheries Science Center (NEFSC) in Woods Hole, Massachusetts. Place of performance will be 166 Water Street (Main Lab), 22 Albatross Street (Cottage Bldg), 16 Albatross Street (Aquarium/Maintenance Bldg), 13 Church Street (Fisher House), and 16 Church Street (Exchange Bldg) all located in Woods Hole as well as 32 Jonathan Bourne Drive (Warehouse) in Pocasset. The majority of the cleaning for the NEFSC shall be accomplished between the hours of 4:00 p.m. and 12:00 a.m. in the Aquarium & Maintenance Building, Laboratory, and Cottage Building; and between 6:00 p.m. and 11:00 p.m. in the Fisher House and Exchange Building. These services shall be provided Monday through Friday, Federal holidays excluded, unless otherwise specifically approved by the Contracting Officer?s Representative (COR). Cleaning for the warehouse shall be scheduled once a week on Friday after 4:00 p.m. Prospective vendor shall have an office space which is located within a 100-mile radius of the Fisheries site at 166 Water Street. There is a mandatory site visit for this requirement and vendors are required to schedule a site visit to be conducted during the period of November 19, 2007 through November 30, 2007 between the hours of 9:00 a.m. and 5:30 p.m. Offers will only be considered from those vendors who attend a site visit. The proposed contract award is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 561720. The small business size standard is $15.0M. The solicitation and subsequent contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis utilizing experience, past performance, and price. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. Proof of CCR and ORCA registration must be included in submitted quotation package. All responsible sources may submit a quotation which shall be considered by the agency. Copies of the solicitation will be attached as a downloadable Word file to this announcement on or about November 14, 2007. Hard copies of the solicitation will be provided in response to written or faxed requests received directly from the requestor. Telephone requests for copies will not be honored.
