- STATEMENT OF WORK Background: VISN 11's succession planning initiative seeks to provide advanced training to mid-level managers to enable them to effectively assume executive leadership roles in the organization. This requires specific hard skills training in addition to the leadership development regimen already in use in VISN 11. Specifications/Requirements: Contractor shall provide the following services and supplies for up to 100 (not all students need be trained at one time; successive classes may total 100) designated VISN 11 students, and VISN will chose a centrally located facility within VISN 11. 1. An acceptable offer would include (4) classroom modules of up to four (4) days' duration each, and material would include, though not necessarily be restricted to: a. Financial Decision making, including impact analysis, cost analysis, break-even analysis, and related measures of contribution to system outcomes. b. Instilling Cost Discipline, including best practices in communication strategies with clinical staff c. Drivers of Health System Performance d. Clinical Capital Investing, including payback period, cash flow, and anticipated clinical volume e. Negotiation, including interdisciplinary agreements and cooperation. f. Problem solving/Data Analysis g. Work Process Analysis h. Cost and expense projections i. Workload estimates j. Variance analysis of financial projections. These classroom modules would be selected by agreement with the VISN 11 Office. Face-to-face classroom sessions may be convened on a monthly basis. 2. Evaluation of offerings. Offeror shall provide the VISN office with comprehensive descriptions to assist the VISN Office in selecting the composite modules for the curriculum. These descriptions shall include the Level II or content-based test to be administered to all participants at the closing of the module. They may also include catalog descriptions or similar material relating to course offerings. These materials will be evaluated to determine whether the curriculum or course materials were available in full at the time of this RFP, rather than merely under development or constituting a promise of future course development. This being the case, materials that predate this RFP will be regarded as the most credible proof of a ready inventory of course material. 3. Each classroom module may include work outside the classroom setting that may include online modules, essays or reports, and online or conference call discussion groups. Materials and presentations should be designed with a healthcare system or environment in mind. The preferred offeror would demonstrate familiarity with the Veterans Health Administration in choice of training materials and lecture material. 4. Contractor shall provide all supplies (for each subject matter referenced above) per attendee. Contractor will provide any required toolkits (includes worksheets, diagnostic self-tests, development plans, dashboards, prioritization matrices, and work plans) to each attendee at no additional cost to the VA. Contractor shall defray all expenses for electronic or online materials or tasks required of participants in the curriculum. Any materials or services performed by partners of the contractor will be provided at no additional cost to the VA. All cost, including materials, travel, per diem, etc. required to complete the required work must be included in the price quoted for the work. Payment will be withheld until all reports are received and accepted by the VISN 11 Network Office. This office will recommend payment approval to the Contracting Officer. 5. Anticipated dates and locations for the VISN program. We anticipate session one to be held between the dates of: " March 10-14, 2008 in Lafayette, IN, and " March 24-28, 2008 in Kalamazoo or Lansing, MI We anticipate session two to be held between the dates of: " May 12-16, 2008 in Lafayette, IN " June 2-6, 2008 in Kalamazoo or Lansing, MI
