- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to solicit and award a Firm Fixed Price contract to SyTech Corporation, 6121 Lincolnia Road, Suite 200, Alexandria, VA 22312, on a sole source basis for the purchase of one unit of the Advanced Digital Audio Collection System (ADACS). This sole source procurement is in support of the Technology Transfer Program (TTP) at the Counterdrug Technology Assessment Center (CTAC), Office of National Drug Control Policy (ONDCP). The ADACS product is a complete turn key telephone intercept system capable of intercepting, decoding, recording and playback of landline and wireless telephone communications. SyTech Corporation is the original developer and sole maintainer of the ADACS. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in an unacceptable delay and a duplication of cost associated with developing/testing a new product that is not expected to be recovered through competition. It should be noted that a new competition to identify state-of-the-art technologies for law enforcement counterdrug operations in support of the TTP is planned beginning 2nd Qtr 2008. The applicable North American Industry Classification System (NAICS) Code is 334210, and the size standard is 1,000 employees. The anticipated period of performance will be approximately one year with an estimated value of $279,100. Questions concerning this sole source contract action may be directed to Esther E.
