Description
The Department of Interior, National Business Center Request for Proposal NBCR08005 for the Office of Special Trustee for American Indians (OST) Trust Beneficiary Call Center (TBCC) is a solicitation for a Fixed-Price Performance-Based Contract for a period of One (1) Year along with four (4) additional Option Periods. Solicitation number NBCR08005 applies and will be issued as a Request for Proposals (RFP) for the following requirements. GENERAL DESCRIPTION OF SERVICES: The Office of Special Trustee for American Indians is located in Albuquerque, New Mexico. The purpose of this Contract is to assist OST with operation of a nationwide call center, which provides American Indian trust beneficiaries with a centralized point of contact where they can conveniently access information regarding their trust assets, check the status of a trust service or update Individual Indian Money (IIM) account information; and expect to have their inquiries promptly, courteously, accurately and completely answered. The intent of the TBCC is to accurately and promptly process beneficiary requested disbursements and account update transactions while also providing accurate, consistent information to beneficiaries which will allow them to make decisions regarding management of their assets. The TBCC obtains beneficiary trust asset information, for use in responding to inquiries, from a variety of user interfaces present in current DOI Trust systems. The major components of the TBCC are: a. Providing Access to Beneficiary Trust Asset Information 1. Person to Person service via toll free telephone to TBCC staff 2. Walk in service 3. Written requests b. Providing Status of Accounts and Requested Services 1. Status of account balance and disbursements 2. Status of asset transfers (e.g., probate) c. Updating IIM Account Information (e.g., address) d. Processing requested disbursements from IIM accounts e. Tracking beneficiary requests 1. Quickly obtaining the status of any request or transaction 2. Provide history of requests and responses to ensure delivery of consistent information. 3. Trend analysis and reporting of requests f. Manage and maintain the tracking system to meet OST business requirements, across the OST enterprise The estimated start date is January 1, 2008. This is an 8(a) 100% set-aside. The standard NAICS classification is 561110. Size standard is $6.5 million. The Government intends to award this contract on an all-or-none basis. Contractors must be registered at http://www.ccr.gov in order to be eligible for award. The solicitation will be made available at http://www.fedbizopps.gov on or about November 13, 2007. The solicitation must be downloaded via the Internet, as hard copies will not be made available. Please print the Standard form (SF-1449) along with all clauses and attachments. Proposals are due November 28, 2007 by 4:00 PM MST. Proposal shall be submitted to the Department of the Interior, National Business Center; 7301 W. Mansfield Avenue; Mail Stop D-2941; Denver, CO 80227-2040; Attention: Roberta Truax. Email proposal will not be accepted. Award shall be made to the Contractor whose offer is determined to represent the best value to the Government, after considering technical evaluation, past performance, and price. In making the best value determination, the Government considers the technical evaluation and past performance being equal in importance and both being more important than price. Proposals shall include the following items: 1) Pricing Schedule, 2) Technical Proposal in accordance with Section E of the Solicitation, 3) Past Performance Questionnaires from at least three (3) current customers within the last three (3) years for like services, 4) Completed 52.212-3 Representations and Certifications - Commercial Items (Nov 2006) (accessible at http://www.arnet.gov/far/) or statement of registration in ORCA (accessible at https://orca.bpn.gov/login.aspx), 5) Include TIN and DUNS Number, and 6) Offer must be signed.
