Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The North American Industry Classification (NAICS) Code is 541330 with a $25M size standard. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a ID/IQ cost-plus-fixed-fee type contract on a sole source basis with Technology Management Group, Inc. (TMG), 409 Yarmouth Street, Norfolk, VA 23510-1425. The resulting contract will provide for a five year period of performance and the anticipated labor efforts for the first contract year are 26 man-years. This requi rement will be for research, development, and technical support related to the design, development, analysis, testing, and rapid prototyping necessary to support the Naval Identity Management Development and Operations Capability (NIMDOC) program, and other efforts involved in the Global War on Terror (GWOT) and Force Protection (FP). This support will be focused on leadership and technical management through all phases of technology development, experimentation, testing and qualification of emergent capabilities, acquisition, and rapid fielding of the capabilities. The contractor will provide full life-cycle support capabilities to enable basic analysis and research of technologies to qualification and certification activities required for the fielding/disposal of conventional and non-conventional systems. TMG is currently the only source that can meet all Navy work requirements and the rigorous timelines established for NIMDOC execution and delivery. TMG offers extens ive experience and unique knowledge in the specialized fields of Biome trics and Identity Management technology, as evidenced in the contractor?s recent support to the Tactical Biometrics Collection and Matching Systems (TBCMS) program. TMG developed use cases based on end-users inputs and it possesses past experience as a member of standards working groups in the fields of biometrics, maritime domain awareness, and identity management. TMG?s support to the TBCMS program includes Systems Engineering, Systems Architecture development and Hardware/Software development. TMG is currently providing support for the second phase of the TBCMS program, Systems for Intelligence and Identity Management Operations (SIMON) project. The NIMDOC program is a subset of the TBCMS and SIMON efforts, and it will utilize previous TMG efforts as a basis for NIMDOC execution and delivery.
