- The Fleet and Industrial Supply Center (FISC) San Diego, CA is currently soliciting offers for engineering services which will directly support the Naval Satellite Operations Center's (NAVSOC) Pt. Mugu, ongoing requirement for on-orbit satellite monitoring and engineering. The Naval Satellite Operations Center (NAVSOC) is responsible to the Joint Forces Component Commander for Space (JFCC Space) and the Naval Network Warfare Command (NNWC) for the operational management and maintenance of assigned Department of Defense (DoD) satellites and network systems; providing reliable communication services to the joint warfighter. The NAVSOC is responsible for the following satellite constellations: The Ultra High Frequency (UHF) Follow On (UFO) communication satellites, The Fleet Satellite (FLTSAT) Communication Satellites, The POLAR EHF (P/EHF) communication payloads, The Geodetic Follow On (GFO) Metrological (METOC) satellite, and The Mobile Users Objective System (MUOS) c ommunication satellites. To fulfill this responsibility, highly qualified and specialized engineering and technical services, are required, to ensure existing and future satellite systems meet established mission requirements and capabilities, to maintain the satellite health and welfare, and to prolong the life of these satellites twenty four (24) hours a day, seven (7) days a week. This support will consist of On-Orbit Engineering Support, Anomaly Analysis and Resolution, Mission Planning, Mission Documentation, Orbital Analysis, Network Systems Test & Evaluation, Training, Launch and Early Orbit (L&EO), Transmission Security (TRANSEC) and Electronic Keying Material Security (EKMS), and Technical Assistance & Special Studies. It is anticipated that a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) performance based contract will be awarded with a one year base and 6 one year options. This procurement will be solicited under full and open competition . The Request for Proposal N00244-08-R-0010 will be available only in electronic format; a copy may be found at and http://www.neco.navy.mil. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked above. All contractual/technical questions must be submitted and received in writing (e-mail or fax) no later than seven (7) days prior to the closing date. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. The RFP release date is on or about 29 November 2007 and will close 03 JAN 2008. All responsible sources may submit a proposal, which shall be considered by the agency.
