Description
The Department of Veterans Affairs is seeking eligible 8a firms for design/build services under Project #347-018, entitled, "Design-Build VA Regional Office Building." The project will be located on the grounds of the VA Boise Medical Center, 500 Fort Street, Boise, Idaho 83702; and it is adjacent to the Boise Federal Building. Competition for this procurement is limited to eligible 8(a) firms located within Small Business Administration (SBA) Regions 9 (the states of Arizona, California, Nevada) and SBA Region 10 (the states of Idaho, Washington, Oregon, Alaska) and, 8(a) participants in good standing serviced by a SBA office outside these states, but having a Bona Fide branch within the geographical boundaries of these states. The Boise SBA assigned tracking for this 8(a) project is 1087-07-708645. The 8(a) contractor shall provide all labor, materials, transportation, supervision, supplies, tools, professional design services for the design and construction of approximately 25,000 (plus or minus ten percent) gross square feet (GSF) Class "A" Office Building as well as all associated site improvements, and utilities. The work shall include site work providing approximately eighty (80) surface parking spaces adjacent to the new building, have a floor live load capacity of not less than one hundred (100) pounds per square foot (unreduced) throughout, comply with Interagency Security Committee Design Criteria for New Federal Office Buildings and Major Modernization projects as well as other security guidelines, comply with requirements of Americans with Disabilities Act (ADA) and Uniform Federal Accessibility Standards (UFAS). The design and construction shall comply with all Federal, State, local, and Department of Veterans Affairs Building and Life Safety codes, standards and guidelines. The Building is required to be Leadership in Energy and Environmental Design (LEED) certified or Energy Star certified. The design shall include a geothermal heating system. The DB A/E who prepares the construction documents shall be a professional architect or engineer licensed in the state of Idaho, and shall have an existing active office located within the State of Idaho. The anticipated design and construction completion duration is 450 calendar days from date of issuance of the Notice to Proceed. The estimated cost for this project is between $5,000,000 and $10,000,000. NAICS is 236220 and the Size Standard is $31.0M. Solicitation documents will be available on or about December 21, 2007 and the approximate proposal due date January 28, 2008 at 2:00 p.m. local EST. Award of a Firm Fixed-Price Design/Build contract is scheduled for on or about March 2008. Joint Venture Agreements - Joint Ventures are allowable on competitive 8(a) set-asides and must be received by SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes can be made on when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. The Solicitation and amendments, if any, will be available by download from the Internet only. Paper copies of this solicitation and amendments, if any, will not be available or issued. Telephone, email or fax requests for the solicitation will not be accepted or honored. All eligible 8(a) firms may submit an offer which shall be considered by the Department of Veterans Affairs. All eligible 8(a) firms must insure they submit the necessary bonds with their proposals. A Pre-proposal Conference is scheduled for January 8, 2008 at 10:00 AM local time at the VA Regional Office, 805 West Franklin Street, Boise, ID 83702. There will be no public bid opening. The proposals shall be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Contractors are advised award may be made without discussion or any contact concerning the proposal received.
