- Description
- The VA Eastern Colorado Healthcare System (ECHS), located in Denver, Colorado is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in design through construction period services of Interior Piping Replacements within occupied areas of an active Medical Center. The selected A/E firm shall provide all technical services including architectural, mechanical and electrical engineering as may be required as part of the design Design shall include all shut down coordination, phasing and infection control methods required during construction as well as investigative work to determine areas of pipe with the highest priority for replacement. The project intent is to replace deteriorated sections of piping that are approximately 60 years old. The estimated construction range is between $250,000 and $500,000. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of replacement piping systems; (2) experience on remodeling existing and occupied spaces in a Healthcare environment; (3) experience with infection control and phasing in spaces critical to Medical Center functions that operate 24 hour/7 days a week; (4) professional qualifications of the firm's staff and consultants assigned to the project; (5) past experience working on VA facilities and/or Government; (6) geographical location of the firm within a 100 mile radius of the ECHS Medical Center, Denver, Colorado; and (7) ability of the firm to begin the work within 30 days of award of contract. This acquisition is open to both large and small business concerns. NAICS Code 541330, Engineering Services, is applicable to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $4.5 million. All interested firms are required to submit two (2) current completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Wednesday, December 5, 2007. Solicitation VA-259-08-RP-0007 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
