Description
The Department of Transportation (DOT), Federal Aviation Administration Academy (FAAA), Contract & Program Administration, Out-Of-Agency Training Team (AMA-260), has an annual requirement for Cessna CE-525/CJ1 Initial, Recurrent, and Supplementary Pilot Qualification Training. DOT/FAA anticipates award of an Indefinite Delivery/Requirements contract with firm-fixed-pricing consisting of a base year and 2 renewable 1-year options. Estimated Annual Requirement (EAR) for the CE-525 Citation Jet is 1 Initial with flight, 1 Initial without flight, 2 Recurrent with Supplementary Training on an as needed basis. The EAR for the CE-515 CJ1 is 1 Initial student and 1 Recurrent student. Training in the CE-515 CJ1 is ground school and simulator only. This synopsis describes the requirements and vendor qualifications that will be required for the vendor to perform the work required. THE PREVIOUS SIR DTFAAC-07-R-00795 IS CANCELLED. PLEASE USE SIR NUMBER DTFAAC-08-R-00795R FOR ALL INQUIRIES AND/OR RESPONSES REGARDING THIS SIR. THE FAA REQUIRES TRAINING IN THE CITATION JET AND THE CITATION JET ONE (THESE ARE BOTH CESSNA 525 TYPE RATINGS). The Screening Information Request (SIR) has language in the Performance Work Statement (PWS) (See C.2) describing tasks to be performed. To be considered qualified, each offeror must possess an applicable training program approved under Federal Aviation Regulations (FAR) Part 121, or FAR Part 135, or, a training course approved under FAR Part 141 or FAR Part 145 for the aircraft identified herein. The National American Industrial Classification (NAIC) code for this requirement is 611512-Flight Training; size standard is $21.5 million. MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER (EFT) PAYMENT - CENTRAL CONTRACTOR REGISTRATION (CCR). Contractors are required to be registered in the Central Contractor Registration (CCR) database, as a condition for payments to be made by EFT. Contractors may register for CCR online at http://www.ccr.gov/, or call the CCR Assistance Center toll free at (888)-227-2423 and request the necessary registration forms. The Contractor must have a DUNS number to begin registration. To obtain a DUNS number, call Dun & Bradstreet, Inc. at (800) 234-3867. All questions or comments shall be submitted in writing. All bids are due by 3:30 pm CST on December 7, 2007. Written submissions must be received (not just postmarked) by the due date. Responses submitted via e-mail shall be in either Adobe. PDF format or Microsoft Word 2000 (or earlier) format with file sizes not exceeding 1MB.
